- ensee activities on an around-the-clock basis during power ascension and on an extended shift basis at other times during this report period.

On August 18,:1989, Mr. Thomas T. Martin, Acting Regional Administrator for NRC P.egion I,: approved the NRC Restart Assessment Panel's recommendation to release the: licensee from the fourth NRC approval point (50% of rated power) in the licensee's Power Ascension Test Program.

The Pilgrim bi-weekly status report'is intended to provide NRC management and the public with an overview of plant activities and NRC restart inspection ac-tivities. Subsequent inspection reports will address many of these topics in

PILGRIM STATUS REPORT FOR THE PERIOD AUGUST 12-25, 1989 1.0 Plant Status l As of 8:00 a.m. on August 25, 1989, the reactor was operating at apprr,xi-l- mately 40% power with the turbine generator synchronized to the grid.

1 2.0. Power Ascension Test Program Status l At the beginning of this report period, the plant was operating at approxi-mately 50% power.

l On August 18, 1989, Mr. Thomas T. Martin, Acting Regional Administrator for NRC Region I, approved the NRC Restart Assessment Panel's recommenda-l tion to release the licensee from the fourth NRC approval point (50% of rated power) in the licensee's Power Asrsnsion Test Program. The program includes NRC Approval points prior to initial criticality and at 5%, 25%,

50% and 75% of full power and both a licensee written report and NRC re-view after completian of testing at full power. The NRC Restart Assess-ment Panel will recommend to the Regional Administrator when the plant is considered _ ready to be released from each approval point.

At 10:20 p.m. on Auoust 18, 1989, after NRC release from the approval point, the licensee began raising reactor power in order to continue with their Powes Ascension Test Program.

On August 24, 1989, the licensee completed the original testing scope of the Power Ascension Test Program up to the 75% power plateau. Prior to continuation of the power ascension program to full power, the licensee must complete its performance assessment and then obtain the NRC Region I Regional Administrator's concurrence to proceed.

At the close of this report period. the plant was raising power from 40%

following a power reduction to complete backwashing of a condenser water-L box. The licensee continued to conduct routine surveillance along with preventive and corrective maintenance throughout the period.

3.0 Items of Special Interest NRC Restart Assessment Panel An NRC Restart Assessment Panel teleconference was held on August 14, 1989 at the NRC Region I Office in. King of Prussia, Pennsylvania. NRC manage-ment from Region I, the Office of Nuclear Reactor Regulation (NRR) and the NRC resident staff participated. The Panel reviewed plant readiness to proceed to 75% power. 4.0 Pilgrim Restart Staff Activities l i

The Pilgrim Restart Staff was in extended shift coverage at the beginnfag  !

l of this report period. The Restart Staff began around-the-clock shift coverage at 7:00.a.m. or. August 18, 1989. Around-the-clock shift coverage l was discontinued at 6:30 p.m. on August 24, 1989, consistent with reduced i' testing activity. The Pilgrim Restart Staff continued to evaluate the performance of licen-see personnel and the plant to determine whether the licensee should be  !

permitted to proceed to the next NRC approval point, 100*4 of rated power. I Contact with the press and public continued throughout the period. The NRC Restart Manager and the Region I Public Affairs Officer have been handling inquiries. j i
