TECHNICAL ASSISTANCE REQUEST - REVIEW OF REQUEST FOR CRITICALITY ACCIDENT ALARM SYSTEM (CAAS) EXCLUSION FOR PORTSMOUTH GASEOUS DIFFUSION PLANTS (PORTS) (TAC NO. L32009)

AND PADUCAH GASEOUS DlFFUSION PLANT (PGDP) (TAC NO. L32047)

The Special Projects Branch requests technical assistance in reviewing the following project:

Prolect: USEC's request for CAAS exclusion at PORTS and PGDP.

Casework /RITS/ TAC Nos: 07007002040S/212A/L32009 - Portsmouth 07007001320S/212AH/L32047 - Paducah Reauested Action: According to 10 CFR 76.89, USEC is required to have criticality monitoring and alarm audibility in all areas except those that have been exempted by the NRC. As such, prior to certification, i USEC had requested that the NRC exclude them from having CAAS coverage for several areas at PORTS i

and PGDP. By letter dated March 14,1997, DOE requested NRC's concurrence for permitting DOE to

! supplement USEC's response to NRC's Request for Additional Information (RAI) dated February 28,1997, l' concerning CAAS coverage of UF6 cylinder storage yards. The comments in the RAI were generated by

Mr. Dennis Damon of your staff. On August 21,1997, DOE submitted two reports entitled " Evaluation of i UF6 Cylinder Yarci Requirements for Criticality Prevention / Detection issues - Basis for DOE Pcsition" dated j l June 199 and " Investigation of Breached Depleted UF6 Cylinders" dated September 1991. Mr. Damon was pro' J a copy of DOE's submittal with a verbal request for its review. According to Mr. Damon, he has cot. ted his preliminary review. In addition, Mr. Damon was provided with all other previous DOE and USEv submittals on the subject matter.

, The SPB target date for completion of this action is August 31,1998. To meet this target date, completion i

of your review in the form of a Compliance Evaluation Report on the subject CAAS exclusion request is requested by July 24,1998. Preliminary consultations of Yawar Faraz with Dennis Damon have identified I additional potential questions related to the C-712 Acid Neutralization Pit at PGDP. As such, there may be a need for one additional RAI to be generated by the primary reviewer no later than April 10,1998. If

!- needed, a meeting with USEC on this subject at PGDP, including a tour of C-712, could also be arranged.
