TECHNICAL ASSISTANCE REQUEST- REVIEW OF PORTSMOUTH GASEOUS DIFFUSION PLANT CERTIFICATE AMENDMENT REQUEST - HIGHLY ENRICHED URANIUM CYLINDER VALVE

! REPLACEMENT The FCSS Special Projects Branch requests technical assistance in reviewing the following project:

Protect Certificate Amendment Request for the Portsmouth Gaseous Diffusion Plant to revise the Fundamental Nuclear Material Control Plan (FNMCP) Section 2 and the Plan for Achieving Compliance at the Portsmouth Gaseous Diffusion Plant (Compliance Plan), Issue A.4.

l Reouested Action The United States Enrichment Corporation (USEC) has requested a revision to the FNMCP Section 2 and Compliance Pla,11ssue A.4 in order to revert the X-705 i Decontamination Facility temporarily to the Department of Energy oversight. The temporary I change of regulatory oversight is necessary for removal of cylinder valves from Highly Enriched Uranium (HEU) cylinders that have become twisted while trying to refeed the material. Under O NRC regulatory oversight, USEC is not authorized to handle HEU materialin excess of exempt quantities. The facility has histc.ically been used for cylindar valve change out ac.d has .

changes, prepare questions to request additionalinformation (if necessary), and prepare input for a compliance evaluation report (similar to a safety evaluation report).

The target date for completion of this amendment is April 3,1998. This date is necessary for USEC to be able to start valve removal on April 14,1998. That start date is important for USEC to meet in order to revert the X-705 back to NRC regulatory oversight by the end of May, so that safety related work can restart. To meet this target date, completion of your review in the form of input for a compliance evaluation report, by March 10,1998, is requested.
