TECHNICAL ASSISTANCE REQUEST REVIEW OF PADUCAH I

GASEOUS DIFFUSION PLANT CERTIFICATE AMENDMENT l REQUEST REVISION TO PRODUCT AND TAILS WITHDRAWAL FACILITIES CRITICALITY ACCIDENT ALARM SYSTEM The FCS3 Special Projects Branch requests technical assistance in reviewing the following project:

Rolent: Certificate Amendment Request for the Paducah Gaseous Diffusion Plant to revise the Technical Gafety Requirement (TSR) on the Criticality Accident Alarm System (CAAS) for the Product and Tails Withdrawal Facilities Calework/RITS/ TAC Nos: 70 7001320S/212AH/L32047 Renuested Action: The United States Enrichment Corporation (USEC) has requested a revision to TSR 2.3.4.7, Required Action A1.5. The TSR, upon CAAS Inoperability, allows completion of the withdrawal cycle for the current UF6 cylinder and then requires discontinuing withdrawal of UF6. It does not provide for filling the accumulators. USEC is requesting a change to allow other normal steady state operation upon loss of CAAS, such as filling the accumulators. We would like your staff to review the proposed changes, prepare questions to request additionalinformation (if necessary), and prepare input for a compliance evaluation report (similar to a safety evaluation report).

The SPB target date for completion of this amendment is January 15,1998. To meet this target ,

date, completion of your review in the form of input for a compliance evaluation report, by f January 5,1998, is requested. The estimated schedule allows for at least one request for (, i additionalinformation to be generated by the primary reviewer no later than December 1,1997,4 If needed, a meeting with USEC on this subject could also be arranged.
