OIFFUSION PLANT (PGDP)
The Special Projects Branch requests technical assistance in reviewing the following project:
Pro.iect: USEC request, dated April 2,1997, for submittal of semi-annual material balance and inventory composition reports, starting with the period ending September 30, 1997, within 60 days after the end of the period covered by the reports instead of within 30 days as required by 10 CFR Part 74.13(a)(1).

70-7002090M/212AG/L32024 - Portsmouth 70-7001200M/212AG/L32023 - Paducah Reouested Action: According to 10 CFR 74.13(a)(1), every year, USEC is j
required to submit material balance and inventory composition reports for PORTS and PGDP within 30 days after the periods ending March 31 and September 30.
10 CFR 74.13(a)(2) also states that a licensee may submit the reports at other times when good cause is shown.
As such, USEC has requested that the NRC allow submittal of the reports within 60 days, rather than 30 days, of the end of the reporting periods.
The SPB target date for completion of this action is August 29, 1997.
To meet th,is target date,' completion of your review is requested by July 25, 1997.
Preliminary consultations of Yawar Faraz with Tom Pham and Cookie Ong have identified several questions.
As such, we anticipate a need for at least one request for additional information (RAI) to be generated by the primary reviewer no later than June 9,1997.
If needed, a meeting with'USEC on this subject could also be arranged before sending them our RAI.
Please note that as part of the MC&A inspection of PORTS conducted by FCSS during the week of March 17, 1997, Mr. Tom Pham of your staff was assigned responsibility for this subject area.
