HEADQUARTERS MAJOR LESSONS LEARNED FROM THE GASE0US DIFFUSION TRAINING TABLETOP NOVEMBER 11,1996 l

On November 11, 1996, an emergency preparedness training tabletop exercise was  !

t conducted at NRC Headquarters in Rockville, Maryland. This exercise involved l participants from the Portsmouth and Paducah Gaseous Diffusion Plants (GDPs),

United States Enrichment Corporation (USEC), and NRC (including the Offices for Analysis and Evaluation of Operational Data, Nuclear Materials Safety and Safeguards, and NRC Region III). In addition, DOE attended to provide a historical perspective of emergency response.

The participants engaged in a structured discussion on response to a GDP accident scenario. An emergency response planner from the Paducah GDP served

as the exercise moderator. The process of talking through plans and procedures helped participants identify weaknesses requiring clarification or resolution prior to NRC assuming regulatory jurisdiction from DOE on March 3,
1997.

The objectives of the exercise were as follows:

1. Describe the type of classifiable accident, the emergency notification ,

procedures and the expected field, E0C, State and local government, and '

NRC response to an accident at a GDP.

2. Discuss types of information and methods of communication between the GDPs, NRC, State, local, and Federal governments (i.e. phones, fax,  ;

historian / chronology line).  !

3. Determine any incompatibilities between the GDP's and NRC's response programs / procedures.

All of the objectives were addressed during the exercise. The attachment summarizes the major lessons learned and follow-up actions being taken at Headquarters.

Overall, the exercise provided a valuable training opportunity for the agency and the regulatee. Your participation in this exercise and your support of our response organization is greatly appreciated.

1. Describe the type of classifiable accident, the emergency notification procedures and the expected field, E0C, State and local government, and NRC response to an accident at a GDP.

ACTION ITEMS: l

a. Update NRC event notification form. (AE0D/IRD/ROS)
b. Clarify the differences between NRC and DOE's classification levels. Work on agreement between NRC and DOE to modify DOE's accident classification levels to more closely match NRC's.

c. Update NRC call lists to assure indivituals are being notified with the appropriate frequency, i.e., is NRC contacting the appropriate people in DOE's response organization during the various NRC response modes. (AE0D/IRD/RCS)
2. Discuss types of information and the method of communication between GDPs, NRC, and State, local and Federal governments (i.e. phones, fax, historian / chronology line).

ACTION ITEMS:

a. Continuous staffing of the Health Physics Network line with a knowledgeable facility employee. (GDP) '

b. NRC access to the regulatee's " Historian line." This computer line is used to record the site emergency activity.

c. Setting up procedures to tie DOE into the counterpart link line. '

3. Determine any incompatibilities between the GDP's, DOE's uu mu, s response programs / procedures. '

ACTION ITEMS: l

a. Develop a Memorandum of Understanding between NRC and DOE that clearly identifies which agency wili be the Lead Federal Agency (LFA) for an event that is or could potentially effect both DOE and NRC regulated space on site. (AE0C/IRD/RCS and HMSS)
b. Sensitize NRC responders to GDP plant operations during an emergency. During an event only the effected portion of the facility will shut down while the remainder of plant operations continue as usual. Therefore, a portion of our emergency response will be to determine if it is safe for the facility to continue its somewhat limited operation. (AE00/IRD/ROS and NHSS) l ATTACHMENT i
