Gentlemen:

This letter forwards the Special Report required to be submitted pursuant to Technical Specification 3.3.3.7.b. The five (5) channels of fire detection instruments for the "B" Reactor Coolant Pump area listed in Specification Table 3.3-10 are out of service.  !

An . investigation has revealed the problem to be a failure of one or more smoke detectors in the circuit. The detectors are wired such that a failure of one makes the loop of detectors inoperable. The detectors are located inside containment in an area that is inaccessible during plant operation. The plant complied with action a. of Specification f 3.3.3.7. 1 The cause of this event is heat detector failure. Inaccessibility of the detectors prevents any further investigation at this time.

This event is reported in accordance with Specification 3.3.3.7.b.

There are no safety consequences resulting from this event. The plant complied with action a. of Specification 3.3.3.7. This action requires an inspection of the containment at least once every 8 hours9.259259e-5 days <br />0.00222 hours <br />1.322751e-5 weeks <br />3.044e-6 months <br /> or monitor the containment air temperatures at least once per hour at the loca-tions listed in Specification 4.6.1.5. This Specification lists 2 locations in containment at the 38 ft. elevation. The locations are -

approximately 180 apart. These temperature locations provide a good  :

representation of the containment air temperature in the area of the {

reactor coolant pump heat detectors.

At the next available shutdown of sufficient duration the heat detec-tors will be replaced. We trust you find this information satisfactory.
