MP-95-203 U.S. Nuclear Regulatory Commission Document Control Desk Washington, D.C. 20555

Reference:

Facility Operating Ucense No. DPR-65 Docket No. 50-336 This letter forwards the Special Report re uired pursuant to Millstone Unit 2 Technical Specification 3.7.9.2.p, " Spray and/or S inkler Systems." This report identifies that the fire suppression system for Auxiliary Building general area at elevation 14'6" has been inoperable for greater than 14 days due to plant modifications which are not administratively complete.

The fire suppression system was restored to service within 14 days. However, the work that required disabling the system has not been administratively completed. Therefore, the fire suppression system is currently inoperable and this report is being submitted in accordance with Specification 6.9.2.f and Technical Specification 3.7.9.2. There are no safety consec uences resulting from this event, because,1) the plant is complying with Action "a" of"echnical Specification 3.7.9.2 which requires establishing a continuous fire watch with backup fire suppression equipment within one hour, and 2) the suppression system is currently in service.

Current plans are to administratively complete all work and restore operability of the suppression system by July 10,1995.

We trust you find this information satisfactory.

Very truly yours, NORTHEAST NUCLEAR ENERGY .PANY Vf13 - l l
