Dear Mr. Hegener:

Millstone Nuclear Power Station Oil Spill Report The attached Hazardous Substance Spill Report is submitted to your office by Northeast Utilities Service Company (NUSCO), on behalf of Northeast Nuclear Energy Company (NNECO), to confirm the telephone report made to your office on August 14, 1987 of an oil spill at NNECO's Millstone Nuclear Power Station, Waterford, Connecticut.

The hydrogen seal oil vacuum tank malfunctioned causing an overflow through the vent line onto the Maintenance Department roof. The oil entered the roof drains and went into the catch basin which flows to Long Island Sound. The Environmental Lab personnel, upon notification, installed a boom to prevent the oil film from spreading. It is estimated that approximately 50 gallons of non-1 PCB lubricating oil were released to the environment.

As required by 40CFRil2.4(a), NNECO will submit within 60 days, a report to f

the EPA and DEP outlining the cause and remedial action for the spills occurring at Millstone this year.
