Dear Dr. Murley:

Containment Area High Range Radiation Monitors This Special Report is being submitted within fourteen days pursuant to Plant Technical Specifications 3. 3. 3.6.C and 6.9.2. Plant Technical Specification 3.3.3.6.C requires that a Special Report be submitted to the NRC if less than the two required operable channels for containment area high range radiation monitoring are operable during Mode 3.

The plant entered Mode 3 with one channel for containment area high range radiation monitoring operable on January 15, 1986. Portions of the mineral insulated cables for the system failed the voltage withstand test required by the manufacturer's preoperational testing procedure. The defective cables were removed and returned to the supplier for rework. One detector was relocated to make use of an acceptable shorter length cable. This provided one operable channel (Train A) for containment area high range radiation monitoring. Plant procedures were revised to provide an alternate method of monitoring using the purge area radiation monitors or, if offscale (greater than 10 5R), a grab sample using the Post Accident Sampling System.

As corrective action, an additional complete channel has been purchased from a different vendor. All work activities related to the new design within t.he Containment Building have been completed. The second channel will be completed by April 30,1986.
