Millstone Nuclear Power Station, Unit 3 STEAM GENERATOR TUBE PLUGGING This special report is being submitted within 15 days pursuant to Millstone Unit 3 Technical Specification Section 4.4.5.5.a.

Plant Technical Specification 4.4.5.5.a requires a special report be submitted to the NRC following the completion of each inservice inspection of steam generator tubes and the number of tubes plugged in each steam generator.

The end-of-Cycle 2 ECT inspection was completed on May 29, 1989. Table 1 sumarizes the results. A total of 5033 tubes (22 percent of the total) were inspected in two of the four SGs.

Three tubes were identified as having flaws in excess of the technical specification plugging limit of 40 percent throughwall.

The flaws were located adjacent to antivibration bars. These tubes were plugged (SG A R48/C97, SG a R50/C26, SG A R50/C95).

In addition, another tube (SG A R1/Cl22) was plugged on a discretionary basis due to the presence of a distorted ECT signal.

The complete results of the steam generator tube inservice inspection will be submitted within 12 months in accordance with Plant Technical Specification 4.4.5.5.b.
