PROPOSED IMPOSITION OF CIVIL PENALTY - $25,000 This is to inform the Comission that a Notice of Violation and Proposed i Imposition of Civil Penalty in the amount of Twenty-Five Thousand Dollars l

($25,000) will be issued on or about April 24, 1987 to Comonwealth Edison ,

4 Company. This action is based on the failure to maintain primary containment '

integrity when the reactor water temperature went above 212*F. The reactor water temperature rose from 170 F to 223 F when control room operators failed to monitor the appropriate reactor water temperature indicators.

It should be noted that the licensee has not been specifically informed of the enforcement action. The Regional Administrator has been authorized by the Deputy Executive Director for Regional Operations to sign this action. The ,

A news release has been prepared and will be issued after the licensee receives ,

the Notice. The State of Illinois will be notified. l The licensee has thirty days from the date of the Notice in which to respond.
