NOTIFICATION OF SIGNIFICANT ENFORCEMENT ACTION Licensee: Comonwealth Edison Company (Dresden, Units 2 and 3)

PROPOSED IMPOSITION OF CIVIL PENALTY - $25,000 This is to inform the Commission that a Notice of Violation and_ Proposed Imposition of Civil Penalty in the amount of Twenty-Five Thousand Dollars
($25,000) will be issued on or about April 23, 1987 to Commonwealth Edison Company. This action is based on violations which, when evaluated collec-l tively, identify a significant weakness in the control of plant modifications.
The violations were identified during a Safety System Outage Modifications Inspection.
It should be noted that the licensee has not been specifically informed of the enforcement action. The Regional Administrator has been authorized by the Deputy Executive Director for Regional Operations to sign this action. The 1

. Mailing of Notice April 23, 1987 Telephone Notification of Licensee April 23, 1987 A news release has been prepared and will be issued after the licensee receives
.the Notice. The State of Illinois will be notified.
The licensee has thirty days from the date of the Notice in which to respond.
Following NRC evaluation of the response, the civil penalty may be remitted, 2
mitigated, or imposed by Order.
