QUARTERLY REPORT: DIFFERING PP,0FESSIONAL OPINIONS This Quarterly Report is submitted in accordence with the requirements of s NRC Manual Chapter 4125, Appendix G.4.
The Office of Nuclear Reactor Regulation received one Differing Professional Opinion during the quarter ending March 31, 1984. This DP0 was submitted by Robert L. Ferguson, Section Leader, Fire Protection Section, Chemical Engineering Branch, Division of Engineering, NRR. Mr. Ferguson disagrees with the Safety Evaluation Report which was prepared by the staff on the .
Haddam Neck Request for exemption from Section III.G.2. of Appendix R for the control room. By memorandum of March 28, 1984, Mr. Ferguson's DP0 was assigned to Faust Rosa, Chief Instrumentation & Control Systems Branch, Division of Systems Integration. I expect to receive Mr. Rosa's written report on this DP0 by May 18, 1984. Mr. Ferguson's .DP0 and related
( correspondence are enclosed for your information.
Robert Licciardo filed a DP0 with ACRS on the Westinghouse Safety Parameter Display System (SPDS). During this quarter the ACR$ heard an oral report and received written comments from Mr. Licciardo. By memorandum dated March 20, 1984, from Jesse Ebersole, Chairman, ACRS, I was infomed that ACRS felt Mr. Licciardo's concerns "have only limited safety significance .
and appear to be more a matter of professional judgement and opinion than clearly defined technical disagreament." The memorandum further stated that ACRS, "found no reason to disagree with the conclusions reached in the Staff's Safety Evaluation Report for the Westinghouse Generic SPDS...(and)...
it would be inappropriate to expend additional agency resources on this '
Differing Professional Opinion."
Consequently, I advised Mr. Licciardo by my memorandum of April 4,1984, that I consider this DP0 resolved. Copies of appropriate correspondence are enclosed.
Finally, in our last report to you, we noted that we were managing the DPO, filed by Robert Licciardo on December 7, 1983, concerning the McGuire Technical Specifications. This DP0 was resolved on March 21, 1984. Copies

In coup 11ance with NRC Appendix 4125, G.4.b., Mr. Licciardo was asked I for his comments on the procedures used for resolution of his DP0s.
Mr. Licciardo stated that he had no problem with the procedures as implemented by NRR. He did reserve judgement on the internal process used by the ACRS to review and evaluate his DP0 on SPDS.
