Hebdon, Chief Inspection, Licensing and Resecrch Integration Branch Program Management, Policy Development and Analysis Staff Office at Nuclear Reactor Regulation 5'JBJECT: POST-FIRE SAFE SHUTDOWN INSPECTION The purpose of this memorandum is to inform you of the arrangements Deing made to support the remaining post-fire safe shutdown initial validation inspec-tions and reinspections under IP 64100; and the new triennial reverification inspection which may arise under IP 64150.

Sufficient FY 88 funding has been requested to provide contractor support for the remaining initial validation inspections and reinspections. In addition, FY 88 funding has been requested to provide contractor support for two reverification inspections which will result from the regionally conducted  !

triennial modification reviews recuired by IP 64150. The FIN A-3133 Statement '

of Work with Brookhaven National Laboratory is being modified to accontodate these inspections.

The low level of effort in support of reverifica; ion inspections (i.e., two inspections) i:; based on an estimate of the number of sites which have lost I pcst-fire safe shutdown co:sfiguration control since initial validation l

(divided by three to account for the portion of sites reviewed each year). If i vou believe this estimated level of effort should be revised, either upward or I downward, please respond to that effect. '

Please note that section 02.01 cf IP 64150 provides for a gradual phase-in of modification review inspections if a high ttopo of initial validation inspections and/or reinspections exists in a given region in .TY 88, o
