SUGGESTED CHANGES TO ENCLOSURE 6 - APPENDIX R QUESTIONS AND ANSWERS The following are changes to the Questions and Answers Enclosure, either for clarification or for consistency with other portions of the Report, which were oroposed by other persons or NRR Divisions who reviewed the Report of the Steering Committee for Mr. Denton. They are provided for your consideration before finalizing the document.

General statement - The first reference to BTP CMEB 9.5-1 should make it -

clear that it is a part of NUREG-Of00. If prior BTP's are referenced the document containing them should also

3.1.3 Exterior Walls -

Cortpare the second paragraph of the response with the Interpretations.

3.8 Fire Protection Features NFPA Confomance -

Should substitute "BTP CHEB 9.5-1 (in NUREG-0800)" for "our guidelines".

3.8.4 Control Room Fire Considerations -

Add "zone, or room" at end of first paragraph of response.

4.1 Illumination Level -

Xes the response also encompass the agreement on emergency lighting doctmented in the Vollmer to Eisenhut memo of December 21, 1983 (re LaSalle)?

7.2 Random Fire and Seismic Events -

Introduce the third paragraph with the following phrase: "For plants that have been docketed for a Conttruction Permit since 1976 and for plants in California issued operating licenses since July 1, IU 6,".

NRR COMMENTS ON RECOMMENDED FIRE PROTECTION POLICY AND PROGRAM ACTIONS This Office has reviewed the report of the Fire Protection Policy Steering Comittee and supports the conclusions and recomeno'ations contained the ein.

We believe that implementation of these recomendations will be helpful in furthering the Comissior.'s objectives of timely and appropriate compliance with Appendix R to 10 CFR 50.

In the course of our review,' we received coments from several individual staff members as well as from NRR Divip. ions. The most comon divergent opinion concerned not policy but wheth'er sufficient rescurces ce'1 bo made available to support the proposed inspections and changes to Technical Specifications. Those persons supporting the DP0 continue to express dis-agreement over the issuance of the "Interpretations." Suggestions received to improve the wording of portions of the package to be sent to the licensees are colJected in the enclosure.

Several of the proposed regulatory actions are not included in our FY 84 Operating Plan. After we have forther developed the amount of resources required for implementation, we may request an cujustment to the-Operating Plan.

A. Generic Letter Paragraph C:. substitute a fire hazards analysis for an evaluation in three places -- for clarification and consistency.

Paragraph D: It should be pointed out that the fire protection _.

quality assurance program is part of the fire protection plan required by 10 CFR 50.48. The guidance for an acceptable QA program should also reference Appendix A of BTP APCSB 9.5-1, and the supple-mentary guidance footnoted in 10 CFR 50.48 for plants licensed prior to 1979'. -

B. Interpretations

4. . Fire Area Boundaries 3rd line: suggest changing important to safe shutdown.

7th line: add specifically before approved.

A number of suggestions were received to improve consistency with '

other parts of the document and to improve clarity. Because these  !

suggestions are clerical in nature, a marked up copy of the Questions and Answers will be given to the Steering Committee for their use l prior to issuing the document.
