PILGRIM STATUS REPORT FOR THE PERIOD JULY 30-AUGUST 12, 1988 Enclosed is the Pilgrim bi-weekly status report from the NRC Resident Office at Pilarim Three resident inspectors monitored activities at the plant duricg the report pericd. On August 9,1988, the NRC begaa the Integrated Assessment Team Inspection (IATI) at the Pilgrim Station. Onsite inspection will continue through August 19, 1988.

The NRC has tentatively schejuled a manager.;ent meeting on August 25, 1988, in Plymouth, Massachusetts, to discuss the 1987 Systematic Assessment of Licensee Performance (SALP) report, which was issued on July 27, 1988, and assesses licensee performance for the period February 1, 1987 to May 15, 1988. Also, on August 26, 1988, NPC Advisory Committee on Reacto- Safeguards will conduct a publicly held Subcur.mittee Meetino on Pilgrim Restart at the Plymouth Memorial Hall in Plymouth, Massachusetts.

The Pilgrim bi weekly status report is intended to provide NRC management and ,

the public with an overview of plant activities and NRC inspection activities. '

Subsequent inspection reports will address many of these topics in more detail.

ENCLOSURE PILGRIM STATUS REPORT FOR THE PERIOD JULY 30-AUGUST 12, 1988 1.0 Plant Status As of 8:00 a.m., on August 12, 1988, the reactor was in cold shutdown mode-with moderator temperature about 94 degrees Fahrenheit.

2.0 Facility Operations Summary The plant has been shutdown for maintenance and to make program improvements' l since April 12, 1986. The reactor core was completely defueled on February 13, 1987 to facilitate extensive maintenance and modification of plant equip- l ment. The licensee completed fuel reload on October 14, 1987. Reinsta11ation of the reactor vessel internal components and the vessel head was followed by completion of the reactor vessel hydrostatic. test. The primary containment integrated leak rate test was also completed during the week of December 21, 1987. During this period, the licensee performed routine maintenance and surveillance tests. I 3.0 Items of Special Interest NRC Integrated Assessment Team Inspection (IATI) ,

On August 8, 1988, the NRC began the IATI at the Pilgrim Station. The purpose of this inspection is to perform an in-depth assessment of the licensee's readiness for restart. Onsite inspection will continue through August 19, i 1988. Development of an NRC staff recommendation to the Commission relativo to restart will be based in part, on the recent SALP and IATI results. i The thirteen member team consists of a senior manager, inspection team leader, l five shift inspectors and several specialist inspectors from both Region I and the Office of Nuclear Reactor Regulation. The senior manager is Mr. Samuel J. Collins, Deputy Director, Division of Reactor Projects. l Region I, and the Team Leader is Mr. A. Randy Blough, Chief, Reactor Pro-jects Section No. 3B, Region I.

Two representatives from the Commonwealth of Massachusetts are on the team as observers throughout the inspection, i I

Scheduled SALP Management Meeting The NRC has scheduled a SALP management meeting for 10:00 a.m. on i August 25, 1988, at Sheraton Plymouth at Village Landing in Plymouth, I Massachusetts, to discuss the report with licensee senior management. The SALP report for Pilgrim covering the period of February 1,1987 through May 15, 1988 was issued on July 28, 1988. The meeting will be open for  :

public observation. A copy of the Meeting Notice is attached.

Enclosure 2 Scheduled ACRS Subcommittee Meeting A subcommittee of the Nuclear Regulatory Commission's Advisory Committee on Reacter Safeguards (ACRS) will hold a technical meeting on August 26 in Plymouth, Massachusetts, to discTss the phposed restart of the Pilgrim Nuclear Power Plant in Massachuset.ts.

F 4.0 Emergency Notification System (ENS) Report i

On. August 2,1988, a small fire occurred inside the protected area. Repairs

  • to the permanent sodium hypoclorite storage tank located in the intake  ;

structure were ongoing. As part of these repairs, several bolts were being i removed using a torch. At 3:25 p.m., the' assigned fire watch observed smoke escaping from beneath fire retardant cloth which had been installed to support the job. The room was evacuated, the fire brigade assembled, and the fire was extinguished a brief time later. In accordance with the licensee pro-cedures, the Plymouth Fire Department was notified. Two fire trucks arrived -

onsite at about 3:50 p.m. after the fire had been declared out. The fire  !

occurred in'a building outside the radiologically controlled area of the plant. l Consequently, there were no radiation or radioactive contamination hazards involved. The licensee notified the NRC via ENS of the incident at 5:30 p.m. '

Resident Inspector 1 J In addition, two reactor engineers from Region I and a resident inspector from Yankee Rowe facility were onsite during the week of August 1, 1988, to assist the resident inspectors in reviewing the licensee's corrective actions on previous inspection findings. The results of these inspector l activities will be documented in the NRC Inspection Report 50-293/88-27.
