WASHINGTON PUBLIC POWER SUPPLY SYSTEM (WPPSS) REACTION TO POTENTIAL NRC ISSUANCE OF ESTIMATED PLANT FUEL LOAD

, DATES THAT DIFFER FROM WPPSS ESTIl%TES Duane Renberger, Assistant Director for Generation and Technology (WPPSS) and I discussed the subject potential information release on the afternoon of 03/15. He was responding to sly discussion on 03/14 with his Technical Division Manager, Larry Grume. In that discussion I told Gruraae about our current estimated fuel load dates and noted the difference between the WPPSS and NRC estimates, as shown in the following table:

They are continuously going to the municipal bond market and making offerings

{ to finance their plants. In this process they must make full disclosures of i their plant schedules, anticipated risks, any pending litigation, and must

!  : include relevant evaluations of their activities by other authoritative entities such as the NRC.' If 14RC issues a set of projected fuel load dates for the WPPSS plants that differ by even several months from the WPPSS declared dates, the timing of such an information release could affect any bond sale process then going on. Here is a real, not hypothetical, situation:

On Tuesday 03/21 WPPSS will open bids on the sale of $180 million in bonds for WNP-1. A (high) bidder will be tentatively selected and the deal will move toward final execution of sales agreements. If the NRC issues its projections after an investor is selected but before the selected party -

Roger S. Boyd Renberger also said that they might want to come in and discuss the predictive methods' used by WPPSS arid the HRC, in order to reduce the differences between our estimates. I told Renberger that if he had any imediate infomation needs on the NRC position he should contact R. Boyd directly. He said hs would discuss their situation with WPPSS Treasurer, J. Perko, and call either myself or R. Boyd within a day.

I On 03/17. I contacted Renberger just after you told me what the NRR reconnendations to the Forecast Panel would be. I explained to Renberger that we would recommend that our projected 03/84 date for WNP-1 should be footnoted to recognize that the WPPSS estimate was 06/82, and to state that we planned a specific examination of the WNP-1 construction schedule at some time in the future.

.lenberger felt that approach was reasonable. In addition, he requested a meeting within the next 2 weeks to review the fuel load date predictive ccdels used by both WPPSS and the staff.
