} MEETING

SUMMARY

FOR NORTHERN STATES POWER COMPANY, MONTICELLO NUCLEAR GENERATING UNIT NO.1, POL MO. DPR-22, DOCKET NO. 50-263 A meeting was held with NSP on February 4,1971, to discuss the full-power i license for the Monticello plant. Those in attendance at the meeting are listed in the enclosure.

! The Monticello Nuclear Generating Plant Unit No. 1 is authorized to operate at no higher than 5 MWt until the feedwater pumps are operational. In the meancime, cracks have been found on both feedwater bypass lines. According to the licensee, these cracks were not formed as a result of,the feedwater-j pump vibrations, but due to forces generated from the closing of the bypass

! valve (a 4-inch angle valve in the 6-inch line).

The licensee-has agreed to do the following:

1. Install restraints in-the pipes.

! 2. Review the stresses in other-feedwater piping.

3. With restraints in place, check piping for vibration.
4. Peplace the eroded orifice downstream of the valve.

l' 5. Test the valve in the "B" loop and show proper operation (valve in l "A" loop works properly). Sign-off preoperational testing program.

! 6. Test feedwater pump in "A" loop and show proper operation.

The licensee expects that it will take seven to ten days to finish the proposed program.

We informed the licensee that:

! 1. We understand the need for power operation to continue-testing for checking out the systems;

2. The proposed program seems satisf actory to us and it will' be up to I Compliance to see that it has been carried out satisfactory; and l .3 . Provided that no additional safety.related items arise, upon written-notification from Compliance, the restrictions imposed in the license to go to full power could be removed.
