SUMMARY
OF SEPTEMBER 10, 1997. HEETING ON STATUS OF THE BOILING-WATER REACTOR POWER UPRATE PROGRAM On September 10, 1997, representatives of General Electric Company (GE),
Northern States Power Company (NSP), and Southern Company ISC) met with representatives of the Nuclear Regulatory Commission (NRC) at the NRC's offices in Rockville, Maryland. The meeting was conducted in two ) arts, a management meeting followed by a working level meeting. As publisled in a meeting notice dated September 3, 1997, the meeting was open to the public.
Attachments 1 and 2 provide lists of meeting attendees for each part of the meeting.
The meeting was requested by GE and the purpose of the meeting was to discuss the overall status of the boiling-water reactor (BWR) power uprate program as well as the items of mutual interest between the NRC and the industry regarding the program.
The NRC staff began the meeting by making a 3resentation that included an overview of the power uprate program. The NRC is currently reviewing power uprate submittals for two BWR plants (Monticello and Hatch) and two ,
pressurized water reactor plants :D.C. Cook and Farley). Attachment 3 contains the overhead slides that were used during the NRC presentation.
The GE representative next made a presentation which included an overview of BWR's power uprate history and future plans. GE indicated that Brown's Ferry and Riverbend plants are planning to submit their applications for 5 percent power uprates within the next 3-8 months. The GE presentation materials are provided as Attachment 4.
The NSP representative and the SC representative each made a short presentation to summarize the overall status of the )ower uprate )rogram at their respective facilities Monticello and Hatch. ionticello, w11ch is the lead plant for the BWR extended power uprate program, submitted its application for a 6.3 percent increase in July 1996. The NSP representative stated that NSP plans to submit a revised application in October 1997, incorporating additional information the NRC staff has requested and also additional material based on its review of industry lessons learned in power uprates. Hatch submitted its application for an 8 percent power uprate in g August 1997. Mtachments 5 and 6 contain the overhead slides that were used g, during the NSP and Sr presentations, respectively. During the meeting, GE requested the staff to complete the reviews on the schedule requested by GE and the utilities. In response, the staff stated that it will apply its best efforts to complete the reviews within the requested time frame. However, as indicated during its presentation of "uprate review lessons learned." the staff's improvement plan, such as developing a power uprate review procedure, could potentially impact the staff's overall review schedule. Also, the staff urged GE (and the industry as a whole) to consider prioritizing, to the extent possible. all cost
) beneficial licensing actions (CBLAs) including such actions as power uprate submittals, so that the staff can better focus its resources on higher priority actions within CBLAs.
Following the management meeting, a working level meeting was held between +,he industry representatives and the NRC technical staff. The purpose of the meeting was to have an open forum to discuss any technical issues of mutual interest for the BWR >ower uprate program. No formal presentation was made during this part of t1e meeting.

- l. During the meeting. GE requested the staff to complete the reviews on the schedule requested by GE and-the utilities. -In response, the staff stated that it will apply its best efforts to compkte the reviews within the requested time frame. However, as . indicated during its presentation of "uprate review lessons learned." the staff's improvement plan, such as developing a power uprate review procedure, could potentially-impact the staff's overall review schedule. Also, the staff urged GE (and the industry as'a whole) to consider prioritizing, to the extent possible, all cost beneficial licensing actions (CBLAs) including such actions as power uprate submittals, so that the staff can better focus its resources on higher priority actions within CBLAs.
Following the management meeting, a working level meeting was held between the industry representatives and the NRC technical staff. The purpose of the meeting was to have an cpen forum to discuss any technical issues of mutual interest for the BWR >ower uprate program. No formal presentation was made during this part of tie meeting.
