MEETING WITH NSP TO DISCUSS THE CONTENTS OF THE LICENSE AMENDMENT REQUEST SUPPORTING THE MONTICELLO EXTENDED POWER UPRATE PROGRAM i

f i-On November 5, 1996, the staff met with representatives from NSP and its

. contractor, General Electric Company (GE), to discuss the contents of the

! license amendment request dated July 26, 1996, pertaining to the Monticello

! Extended Power Uprate Program. Attachment 1 contains a list of meeting

attendees. Representatives from NSP and GE made presentations regarding the 1 j' Monticello Extended Power Uprate Program and its supporting activities. l
Attachments 2-6 are copies of the overhead slides used during the i presentations. The meeting lasted approximately 2-1/2 hours. l I

The staff has had about 3 months to review the Monticello power uprate  ;

submittal, and the meeting provided an opportunity for both the staff and NSP l to discuss the contents of the submittal. The meeting focused on the key ,

analyses for design-basis accidents and transients as well as system and i component evaluations (attachment 3), environmental evaluations (attachment ,

5), and the implementation plans (attachment 6), to support the power uprate program. NSP also addressed how specific issues from the staff position paper on the extended power uprate program, issued on February 8, 1996, were addressed in NSP's submittal.

The staff stated that it is currently developing a set of comments and questions based on its preliminary review of NSP's submittal (as well as GE's generic topical report) and plans to issue this set of comments and questions within several weeks.
