OF THE FEBRUARY 23,1999, MEETING WITH NSP TO DISCUSS l THE FUELS GROUP TOPICAL REPORT SCHEDULE On February 23,1999, a meeting was held between NRC staff and NSP representatives to discuss the potential NRC review process for new core and thermal hydraulic computer modeling methods currently under evaluation by NSP, the EPRI [ Electric Power Research Institute) schedule for completion of the CPM 3/CORETRAN analysis topical report, and NSP's transition plan for converting methodologies. The meeting was open to the public and was noticed on February 1,1999. A list of meeting participants is enclosed.

NSP discussed the computer models that it is currently using and provided a status of its evaluations of the codes that it may propose to use in the near future, including CASMO4/ SIMULATE 3, CASMO4/ SIMULATE 3 WITH DYNODE-P, CPM 3/CORETRAN, and RETRAN-3D. In the near term, the new codes would be used for core and thermal hydraulic calculation models at the Monticello and Prairie Island plants. NSP has also signed a contract to perform the calculations for Nebraska Public Power District's Cooper plant, in the long term, if NSP provides its fuel management services to other utilities, the codes could be used for other plants.

NSP discussed the need for a generic approval process, including core and safety analyses for pressurized-water reactors and boiling-water reactors, that could provide for change to previously approved computer codes or the addition of new plants. They propose to submit a generic topical report describing the process used to benchmark data and a process to //

determine uncertainties for new methods or plants. They could then develop a specific topical report for each plant or site to document the process, which would be sent to the NRC for

information. The generic process could result in improved efficiency for the industry and the NRC.

The staff discussed some of the information that the submittal for a new methodology would need to contain to allow an efficient review, including sufficient benchmark data that was current and covered an adequate range for each plant type, use of approved statistical methods, and l the range of applicability, capabilities, and limitations of the code.
