--- The Northern States Power Company has applied for a provisional operating , i I s license to operate the Pathfinder Atomic Power Plant. The final preopera-tional inspection by the Division of Compliance, reported in its 'lWX {

dated March 10, 1964, discloses that the operational range of the stack gas monitor and the maximum rate of change of recirculation flow rate are at C variance with the proposed Technical Specifications. -

2 Accordingly, pursuant to the provisions of Section 50.59, 10 CFR 50, we

( have made appropriate changes in the Technical Specifications to License j g No. DPR-11 which we have designated Change No. 1. We have concluded that i .

able assurance that the health and safety of the public will not be i.

endangered. A related hazards analysis is attached. L

, E In view of the foregoing, the Technical Specifications to License No. DPR-11 l ,

are hereby changed as set forth below.

1. The range of the stack gas monitor, specified as S decades l in Table 7, page 6-25, of the Technical Specifications is E changed to "4 decades". .

2. An asterisk is added after the third sentence of Section  : 5 4.2.1.2, page 4-4, and a footnote is added at the bottom of the page as follows: "This value may be exceeded
