By application dated December 13, 1965, the Northern States Power Company requested authorization of a change in Technical Speci-fications to License No. DPR-11. This request would permit continued

( operation of the reactor at power levels up to 1 MW(t) with a containment leak rate not to exceed 0.2% per day at a test pressure of 78 psig. This value of leakage rate was the specified limit when the maximum licensed power was specified as 1 MW(t) . A lower containment leakage rate of 0.11% per day is specified in the Technical Specifications for full power operation.

We have been informed that this change was requested because the results of a recent containment leak rate test conducted prior to increasing power level above 1 MW(t) indicated a leakage rate in excess of 0.11% per day. Accordingly, this change would permit continuation of low power reactor testing at the previously specified containment leak rate of 0.2% per day.

On the basis of our review we have concluded that Change No. 7 does not present significant hazards considerations not described or implicit in the hazards summary report and that there is reasonable assurance that the health and safety of the public will not be endangered. A related Safety Evaluation is' attached.
