Partlow). Based on a careful review of the plant-specific information, the IE staff believes thct no further generic action by the !!RC is needed, :t this .

A large majority cf licensees have recognized the poter.tial for serious per-sonal exposure problems and have instituted both appropriate administrative and y  ; ' vsical controls to increase their positive control over RC operations. INP0's recent SOER 85-3, "Exces-sive Personnel Radiation Exposures," may have a positive impact on those licensees whose "very high" radiation area control programs are below the current industry standard.

(2) 33 PWR sites (with bottom-entry incore detectors or thimbles) were surveyed in March / April,1985. Plants with top-entry equipment have no history of excessive exposure problems.

(3) 30/33 sites have implemented unique high radiation area key control (or equivalent access protection) for accessing reactor cavity (RC) area.

The three sites that don't have unique key control all require a special radiation work permit (RWP) & health physics (HP) technician coverage for RC entry.

(4) 28/33 sites would not allow entry when int. ore thimbles were retracted (three sites reserved the right for entry "in an emergency"). Note that the five facilities allowing entry are all newly licensed.

(5) 30/33 sites require both a special RWP (specific HP and operations management oversight and approval) and HP coverage for all RC entries. The three sites that don't require the RWP all have unique k.ey control. However, one of the three has the unique Fey control vested solely in operations (HP, or HP and operations control of key is preferred.)

(6) 26/3? sites provide some fonn of enployee " awareness" training, specific to RC hazards and entry requirements.

(7) Notes 3 and 5 essentially describe the key aspects of the previous proposed NRR/0!E position on adequate controls for RC access. It appears that over 80 percent of the licensees have implemented both " unique key" and special RWP controls. All licensees have implemented one of the two control mechanisms.
