TIA CLOSEOUT - REQUIREMENTS OF 10 CFR 70.51 FOR PHYSICAL INVENTORIES OF SPECIAL NUCLEAR MATERIAL IN THE SPENT FUEL POOL AT THE HADDAM NECK PLANT (TAC NO. MA3662)

In response to a Task Interface Agreement (TIA) dated December 18,1996, from R. 'N. Cooper to W. D. Travers, the staff evaluated the need for a licensee to physically verify the fuel assembly serial number for each item of special nuclear material when conducting the physical inventories of the contents of the spent fuel pool in accordance with the requirements of 10 CFR 70.51, " Material b ance, inventory, and records requirements."

Licensees are required to submit a material status report (also ca) led the material balance report) under 10 CFR 74.13, which, in turn, specifies certain DOE /NRC forms. Instructions for q

completing this report and physical inventory listing on Forms DOE /NRC-742 and 742C are contained in NUREG/BR-0007. The NUREG instructs licensees to record a unique serial number or name for each fuel assembly when submitting the report. However, it is not necessary to physically verify each serial number during each inventory if the licensee has a quality assurance program that can trace each assembly to a document that lists the serial number.

This memorandum closes out the TIA dated December 18,1996.
