PROPOSED TASK INTERFACE AGREEMENT (TIA) REGARDING THE REVIEW OF GPU's SEPTEMBER 22,1999, RESPONSE TO THE  !

NRC's LETTER OF SEPTEMBER 2,1999 (TAC NO. MA5644)

Your assistance is requested in determining whether the information sent by GPU, Inc., meets the criteria set forth in 10 CFR Part 20 Subpart E for the release of the property to be sold by  ;

GPU.

NRR requests assistance of the Office of Nuclear Material Safety and Safeguards as follows:

1. By memorandum, provide the results of an acceptance review of the licensee's response to the NRC's letter of September 2,1999, with a due date of October 8,1999.
2. For any portion of the property that the licensee determines was never impacted by licensed radioactive materials, determine if the licensee's basis and conclusion is reasonable and sufficient.
3. For any portion of the property that the licensee determines was impacted, potentially impacted, or impacted and remediated, review the licensee's response to determine if  ;

the method that the licensee employed provides a reasonable basis for demonstrating that the affected property currently meets the requirements of 10 CFR Part 20, Subpart E for unrestricted release. [ Note: Consider, that while it is unlikely that any site will be able to demonstrate compliance with a dose or risk-based regulation without at least considering the use of statistics, MARSIMM recognizes that the use of statistical tests may not always provide the most effective method for demonstration compliance-MARSIMM Manual, Section 2.6.1, Alternate Statistical Methods).

4. Also, your review should include an understanding of the plan and design of the radiological survey, determine the quality of the survey methods used and the quality of measurements and analysis, determine the adequacy of the historical assessment, and establish the acceptability of survey measurement screening and release criterion.
5. Support NRR in the October 20,1999, meeting open to the public with the licensee and i
