- a. The SRMn shall be inserted to the normal operating level. (Uce of special movable, dunking type detectors during CORE ALTERATIONS in place of normal detectors is permissible as long as the detector is connected to the normal SRM circuit.)
- b. The SRMs shall have a minimum (f 3 cps with all rods fully inserted in the ccre.

the count rate may drop below 3 cpa when the last bundles remaining in the core that surround the SRMs are being unloaded.
- 3. Prior to spiral reloading, two to four fuel assemblies which have previously accumulated exposure in the reactor shall be loaded next to each of the 4 SRMs to obtain the required 3 cps. Until these ansemblias have been loaded, the 3 cps requirement is not neceesary.

SAFETY ASSESSMENT 1
- 1. Introduction By letter dated January 29, 1993, Iowa Electric Light and _
Power Company (IELP) requested a change in the Duane Arnold a
-Energy Center (DAEC) Technical Specifications (TS) to_ modify the surveillance interval for the Source Range Monitor (SRM) functional test from daily to weekly.
- 2. Assessment In making various editorial changes for clarity and .
consistency, Amendment 186 inadvertently .specified the SIU4 - ,
functional test surveillance interval as daily.- This change marely corrects this error. It is. consistent with the-historical practice at DAEC, the DAEC_TS' Bases and the Standard TS.
Based on this assessment, *e conclude that this request is ,
acceptable, s

Page 1 of 1 ENVIRONMENTAL CONSIDERATION
~
110 CFR 51.22(c)(9)-identifies certain licensing and regulatory actions which are eligible for categorical exclusion from the requirement 1to perform an environmental. assessment. A proposed amendment to an operating license for a facility requires no environmental assessment-if operation'of -
theLfacility in accordance with the proposed amendment would not -(1) involve a significant_ hazards-consideration; . (2)_ result in'a significant change 11n the types or significant increase in the amounts of any effluents
.that may be released offsite;-and (3) result-in an increase in-individual 1or cumulative occupational radiation exposure. Iowa-Electric Light and Power has reviewed.this request and determined that the proposed amendment-meets the eligibility triteria for categorical exclusion set forth in 10 CFR 51.22(c)(9). Pursuant to 10 CFR 51.22(b), no environmental impact statement or environmental assessment need be prepared i n connection with the issuance of the amendment. The basis 1for this determination follows:
Basis The change' meets the eligibility critoria for categorical exclusion set forth~1n 10 CFR 51.22(c)(9) for the following reasons:
- 1. As demonstrated in Attachment 1, the proposed amendment does not.
Involve a significant hazards consideration.
- 2. The proposed revision to the Source Range Monitor functional test i surveillance interval has no effect on the types or amounts of effluent released offsite.
- 3. The-proposed revision to the Source Range Monitor functional-test surveillance interval huu no affect-on' individual or cumulative occupational radiation exposure.
