1. Whenever the reactor is in power 1. The post-LOCA containment operation and the primary atmosphere dilution syst,em shall containment is required to be be functionally tested annually, inerted per TS section 3.7.I.1, the Post-LOCA Containment Atmosphere Diiution System m2st l be OPERABLE and capable of supplying nitrogen to the containment for atmosphere dilution if required by post-LOCA conditions. If this specification cannot be met, the system must be restored to an operable condition within 7 days or be in at least HOT SHUTDOWN i within the next 12 hours1.388889e-4 days <br />0.00333 hours <br />1.984127e-5 weeks <br />4.566e-6 months <br /> and in COLD SHUTDOWN within the following 24 hours2.777778e-4 days <br />0.00667 hours <br />3.968254e-5 weeks <br />9.132e-6 months <br />.
2. Whenever the reactor is in power 2. The volume in the N storage bank operation, the post-LOCA shall be recorded weekly.

- NG-95-0286 Page1of 1 SAFETY ASSESSMENT Intlos!.uction By letter dated March 10,1995, IES Utilities Inc. submitted a request for s ofthe Technical Specifications (TS) for the Duane Arnold Energy Center (DAEC). I he proposed changes will remove redundant requirements for containment hydrogen and oxygen analyzers.

Surveillance Requirements cited in TS Section 4.7.11.3 are redundant to the requirements e/ Table 4.2-11. Table 4.2-11 requires a semi-annual test of the containment hydrogen and oxygen analyzers This duplicates and exceeds the requirement for an annual functional test required in TS Section 4.7.11.3. TS Section 3.7.11.3 refers directly to Table 3.2-11 for Limiting Conditions for Operation. Therefore, deleting TS Sections 3.7/4.7.11.3 will eliminate redundant requirements without reducing the frequency of equipment testing or changing the applicable Limiting Conditions for Operation. These changes are consistent with the BWIU4 Draft Improved Technical Specifications, NUREG 1433.

Assessng!1t The proposed change to the DAEC TS will remove redundant Limiting Conditions for Operation and Surveillance Requirements for the containment hydrogen and oxygen analyzers. This change will not reduce the amount or frequency of testing of equipment. Based on the above information, we have concluded that the proposed changes to the DAEC TS are acceptable.

. ENVIRONMENTAL CONSIDERATION 10 CFR Section 51.22(c)(9) identifies certain licensing and regulatory actions which are eligible for categorical exclusion from the requirement to perform an environrnental assessment. A proposed amendment to an operating license for a facility requires no environmental assessment if operation of the facility in accordance with the proposed amendment would not: (1) involve a significant hazards consideration; (2) result in a significant change in the types or significant increase in the amounts of any efiluents that may be released offsite; and (3) result in a significant increase in individual or cumulative occupational radiation exposure. IES Utilities Inc. has reviewed this request and determined that the proposed amendment meets the eligibility criteria for categorical exclusion set forth in 10 CFR Section 51.22(c)(9). Pursuant to 10 CFR Section Sl.22(b), no environmental impact statement or environmental assessment needs to be prepared in l connection with the issuance of the amendment. The basis for this determination follows:

1. As demonstrated in Attachment I to this letter, the proposed Amendment does not involve a significant hazards consideration.
2. The proposed Amendment includes changes which delete redundant Limiting Conditions for Operation and Surveillance Requirements for containment hydrogen and oxygen analyzers. No changes in plant design or operational strategies will be made as a result of this change; thus, there will be no signifcant change in the types or significant increase in the amounts of any efiluents that may be released ofTsite.
3. The proposed Amendment includes changes which delete redundant Limiting Conditions l for Operation and Surveillance Requirements for containment hydrogen and oxygen analyzers. No changes in plant design or operational strategies will be made as a result of this change; thus, there will be no significant increase in either individual or cumulative occupational exposure.
