RTS-272 to NG-94-3564 Page1of1 SAFET_Y_ ASSESSMENT INTRODUCTION Ily letter dated October 28,1994, IES Utilities Inc. submitted a request for revision of Operating License Nc. DPR-49 for the Duane Arnold Energy Center (DAEC). The proposed amendment would delete the " Plan for the Integrated Scheduling of Plant Modifications for the Duane Arnold Energy Center" (the Plan) as a condition of the license. The original objective of the Plan was to enable the utility to better control and manage available resources and to perform required activities in a manner which would enhance plant safety by (1) improving control of safety related modifications and (2) more promptly implementing these modifications.

Since the inception of the Plan, the number of major projects has decreased significantly.

Additionally, the methods of managing these projects have changed. Many of the projects in the Plan are already covered by separate correspondence to the NRC. There is redundancy in the tracking of these items between our commitment control system and the Plan. Organizational changes have resulted in the formation of an outage group, a project engineering uroup, and a priority review board, all of which deal with work planning and prioritization.

ASSESShtENI The internal processes in place at DAEC continue to be used efTectively in controlling and managing work activities. The organizational structure is unchanged by this amendment.

The appropriate level of technical review and management oversight will continue to be performed in accordance with existing procedures and practices and will ensure that activitbs are performed in a manner consistent with plant safety.

No changes to the physical design and/or operation of the facility will occur as a result of this amendment. The additional tracking of work items via de Plan represents an unnecessary administrative burden that is no longer required and is redundant to exisiting procedures and practices.

Ilased upon the above information, we have concluded that the proposed amendment to the operating license is acceptable.

IES Utilities Inc. has reviewed this request and determined that the proposed amendment meets the eligibility criteria for categorical exclusion set forth in 10 CFR 51.22(c)(10). Pursuant to 10 CFR 51.22(b), no environmental impact statemer.t or environmental assessment needs to be prepared in connection with the issuance of the amendment.
