REPORT OF INTERVIEW Report Number: 0-1-84-020 Douglas BARKER, a Pullman Higgins (P-H) Quality Control (QC) Inspector was interviewed by telephone by R. K. CHRISTOPHER on November 6,1984. BARKER advised that he has been at Seabrook with P-H for approximately three years.

When questioned regarding the allegers assertions pertaining to harassment and intimidation, BARKER stated he never had any trouble as alleged by the anony-mous alleger. He' dented that he had ever been harassed and/or intimidated as a result of any of his inspection findings or in any way forced or coerced to change inspection findings.

BARKER did confirm that he had some problem in inspecting welds performed with the use of two dtatetric welding machines in the tunnel located between waste processing and the Primary Auxtitary Butiding. He explained that there was a problem with the consumable insert in that the welds were not being completely consumed from the inside. He said since they did not realize this was a problem until they had "x-rayed" a large nunber of welds, he asked his super-visor " Rick WISE" for x-rays of the eariter welds to ascertain whether or not the consumable inserts had been completely consumed. BARKER said his p supervisor told him that he could not reject what he could not see and that the piping in question was nonsafety related and did not justify the expenditure of manpower to "x-ray" nonsafety related piping. BARKER said while he is still concerned about these welds no one attempted to force him to change his findings or opinions regarding their acceptability. He further identified the welds in question as being located on three to six inch piping located in the tunnel between the Waste Processing Butiding and the Primary  ;

Auxt11ary Butiding. He also stated. they were categorized as B31.1, nonsafety l related piping. He concluded that his transfer to the second shift was at his own request and "had nothing to do" with his inspection findings of these j welds. He did confirm that he felt approximately 100 of these welds were

He concluded that he was not awart of any incidents of records falsification or pressures by management to falsify records, or acts by any individual or  ;

groups that could be construed as harassment and intimidation of QC inspectors. BARKER provided no further information and the interview was terminated at 8:20 AM.
