Millstone Nuclear Power Station Monthly Discharge Monitoring March 1997 Paragraph 3 of the referenced NPDES Permit requires that discharges from the permitted facility be monitored according to a specified schedule and results be reported to the Water Management Bureau by the end of the month after the month in which samples are taken. Northeast Nuclear Energy Company (NNECO) herein submits the attached report for the month of March 1997.

Any variations from the permit are explained in the section headed "Results and Discussions" enclosed.

Additional samples taken at NPDES locations and analyzed with approved methods are included on Tables 3,4 and 5.

! April 30,1997 Millstone Nuclear Power Station Northeast Nuclear Energy Company l Results and Discussions NPDES Monthly Report - March 1997 Introduction This report fulfills the monitoring requirements for Millstone Nuclear Power Station, NPDES Permit No. CT0003263, renewed December 14,1992.

As requested in Form Letter, DEP to each NPDES facility, dated January 1,1988 (C01988), and reco;aizing DEP's requirement to submit data to EPA, NNECO will make every effon possible to submit the DMRs by the 20th of the month. However, in cases where the required data are not available, the DMRs will be submitted no later than the last day of the month in which they are due.

Results and Discussions Results of the continuous, weekly and monthly monitoring programs are summarized on the DMR sheets attached. With the exception of hydrazine, ethanolamine and boron, all sampling and analyses were conducted in accordance with approved procedures set forth in EPA Publication 600/4-79-02. Northeast Nuclear Energy Company submitted its own analysis procedures for these exceptions (D10309) for DEP approval on October 4,1996. l l

The computerized data logging report of the continuous monitoring program is included as  !

Table 1 for each month. This report is included because it provides data for the daily range of j pH, temperature and flow, a requirement of the NPDES permit. The DMR form does not have l

provisions for daily ranges. These data are computer-generated summaries of 15 minute sample averages.

< General Note - DMR Forms The DMR forms have some errors, omissions, and incorrect reporting requirements when compared to the permit requirements. They are included and def'med on Table 2.

On the dates listed below, wastewaters containing small amounts of hydrazine were detected in l one of the High Level Waste Drains Tanks (HLWDT) associated with DSN 001C-2. Consistent j with the manner in which similar wastewater has been previously handled, and as described in correspondence (D10682, D10715 and D10751) to the Department, the wastewaters in the HLWDT were processed through the demineralizers and filters associated with DSN 001C-2 prior to discharge from the Waste Test Tanks. These wastewaters met all limits associated with !

DSN 001C-2. Further, no hydrazine above detectable limits (< 5 ppb) using spectrophotometry j was found. The dates and volumes discharged are provided below. These discharges were '

previously reported in writing (D10873 and D10959) to the Department.

Due to these activities, the normal pathway (DSN 001B-5) could not be used, and these wastewaters were directed to the RBCCW sump and discharged from DSN 001B-9. This wastewater was discharged on the following dates through DSN 001B-9 and has been reported previously in writing to the Department (D10962). At tie time of each discharge, hydrazme was not detected (<350 ppb) using the titration method.

DMR Processing D10979/ Enclosure SES-97-GN-060 April 30,1997 On March 29,1997, Unit i began using the Emergency Service Water (ESW) System in place of the normal Service Water System to cool the Turbine Building and Reactor Building heat exchangers. The ESW is sea water taken from the intake structure through backup service water pumps. During plant shutdown ESW backup pumps provide approximately 25% of the flow of normal Service Water. There is temporary chlorination of this system to prevent biofouling. The water is routed from the Main Condenser "D" outlet water box to the Circulating Water discharge tunnel (DSN 001 A) and Service Water discharge tunnel (DSN 001 A-5). Both locations are permitted to discharge up to 0.25 mg/L Free Available Chlorine. The Department was previously notified of this verbally and in writing (D10932).

DSN 001C-6(b) Hvdiazine Exceedance On March 12, 1997, routine analysis of the Unit 3 "A" Auxiliary Boiler showed 92 mg/L hydrazine. The permitted limit for hydrazine in this discharge (DSN 001C-6(b)) is 75 mg/L. On the following day, when the discharge was again sampled, hydrazine was back within permitted limits at 35 mg/L. Included in Table 5 is Auxiliary Boiler monitoring data for the month of March.

Pursuant to a verbal report made to the DEP on March 31, any additional analytical data will be reported as required under a separate cover letter.

i Freon in Unit 3 Closed Cooling Water Systems As reported to the Department by phone on April 9,1997 and in written correspondence (D11003), NNECO has identified the presence of freon at trace levels in the Unit 3 Reactor Plant Chilled Water System. Due to cross ties and historic system leakage, freon may also be present in the Reactor Plant Closed Cooling Water System (RBCCW). At the time of our correspondence, in-house analyticallaboratory analyses i,dicated freon levels of approximately 44.8 ppb and 60.7 ppb in the RBCCW. However, subsequent confirmatory analytical results from an outside laboratory has indicated that the freon concentrations were less than detectable. Additional information on this matter will be provided under separate cover as requested by the Department.

Dear Mr. Hegener:

Connecticut Yankee Atomic Power Company Oil Snill Report On April 25,1997 at 9:15 a.m., a spill of approximately one half gallon of oil was discovered in the parking lot of Connecticut Yankee (CY) by plant personnel. The exact

cause of the spill is unknown. The oil had run down the parking lot and into a storm  ;

drain. The weather was dry, so the storm drain was not flowing. A small amount of oil I had dispersed from the storm drain to an adjacent pond which ultimately drains to the Connecticut River. While there was a light sheen on the pond near the storm drain discharge pipe, there was no indication that any oil had discharged to the river.

Booms were placed in front of the storm drain discharge pipe to contain any oil dispersing from it. A boom was placed in front of the pond discharge to the river as a l secondary containment measure. Absorbents were spread on the residual oil in the parking lot. Absorbent pads were placed in the storm drain, and on the pond inside the boomed area around the storm drain discharge. After several hours the absorbents were swept from the parking lot. The storm drain and booms were visually monitored throughout the weekend and the booms were not removed until April 29,1997, when a .

sheen was no longer visible in the storm drain or pond.

Regulatory agencies notified at the time of the spill included the following:

Anency Individual Notified Connecticut DEP Mr. Mike Capuano National Response Center (report #384933) Petty Officer Carneau U.S. Coast Guard Mr. Kevin McMaus U.S. Nuclear Regulatory Commission Resident Inspector Bill Raymond In addition, since a Haddam Neck Volunteer Fire Department truck was performing a routine filling operation in that location shortly before the oil was observed, the fire department was notified as well. l I
