I, Edward C. Christiansen, being duly sworn, state as fol-lows:

1. I am employed by the Cleveland Electric Illuminating Company ("CEI") as a Senior Design Engineer. A complete de-scription of my responsibilities with respect to the

! Transamerica Delaval, Inc. ("TDI") diesel generators at Perry Nuclear Power Plant (" Perry"), as well as my technical and pro-fessional qualifications, appears following Transcript 2179 (April 9, 1985) and in my Affidavit dated February 1, 1985, in support of Applicants' Motion for Summary Disposition of Issue 16, dated February 5, 1985.

I have personal knowledge of the matters set forth herein and believe them to be true and correct.

2. NRC Board Notification No.85-092 recently advised the Atomic Safety and Licensing Appeal Board of a problem with one of the TDI DSRV-16-4 diesel generators at Catawba Nuclear Station (" Catawba"), Unit 2. The Board Notification described two failures of one of the 2B engine's main bearings during post-inspection and break-in test runs. While the cause of the

problem had not been fully assessed, the Board Notification stated that the NRC Staff does not believe that the failure de-notes a generic problem with TDI diesels; rather, the problem appears to be unique to TDI diesel generator 2B at Catawba, Unit 2.

3. The Perry TDI DSRV-16-4 diesels employ the same type of bearing which failed on the Catawba engine. However, there is~every indication at this time that the bearing failure at i Catawba was the result of an engine alignment problem (not a defective component), and, therefore, unique to that one en-gine. One indication that this failure is unique to Catavba Unit 2 diesel generator 2B is the fact that Catawba's Unit 1 engines have accumulated over 1,600 hours0.00694 days <br />0.167 hours <br />9.920635e-4 weeks <br />2.283e-4 months <br /> of operation without experiencing a similar problem. The problem has also not been reported by any of the other plants (such as Comanche Peak Steam Electric Station), which have TDI diesel generators which have operated for a number of hours. The Board Notification reports that the first failure occurred after five hours of

operation, and that the second failure occurred after four minutes of operation. The Perry Unit 1 diesel generators have experienced approximately 210 hours0.00243 days <br />0.0583 hours <br />3.472222e-4 weeks <br />7.9905e-5 months <br /> (Division I), and 230 hours0.00266 days <br />0.0639 hours <br />3.80291e-4 weeks <br />8.7515e-5 months <br /> (Division II) of operation to date. 1! These totals far exceed the time it took to identify the bearing failure at Catawba.

4. The Board Notification notes that the bearing which failed was not among those inspected during Catawba's initial engine teardown and inspection effort. Perry, however, in-spected each of the main bearings on the Unit 1 engines during its teardown and inspection effort. All of the main bearings were reinspected for " hot spot" indications after 100 hours0.00116 days <br />0.0278 hours <br />1.653439e-4 weeks <br />3.805e-5 months <br /> of operation on each of the engines.2/ " Hot spot" indications were not observed on any of the main bearings during either of the foregoing inspection efforts. The main bearings will be reinspected, on each of the engines, during alternate outages pursuant to CEI's ongoing program of maintenance and surveil-lance.
5. CEI has taken additional steps to verify that its en-gines are properly aligned. The surface contact between the 1/ Deterioration of a main bearing wculd cause a rise in bearing temperature and would be identified during engine operation because Perry monitors the bearings' tempera-ture.

2/ " Hot' spot" indications are a symptom of irregular wear on a bearing's surface which, in turn, is indicative of an engine alignment problem.

> l engine base and foundation chock plates has been inspected and appropriate engineering evaluations performed. In all cases, the contact exceeds TDI's minimum requirements. Hot and cold crankshaft deflection measurements have a

confirmed that TDI's criteria have been met and that the engines are properly aligned and well-supported.

6. CEI will monitor the progress of TDI and Catawba's failure analysis of this component and will perform final TDI and/or TDI Owners Group recommendations concerning the main bearings.
7. Based on the foregoing, CEI continues to consider the TDI emergency standby diesel generators acceptable for use.
