Dear Mr. Simonds:

Enclosed is a summary of the evaluation of the March 1982 Evacuation Time Estimate for Enrico Fermi 2. Several deficiencies were noted and are summarized below.

NUREG 0654 Appendix 4, Rev.1, page 4-3 suggests an institution by institution enumeration of special facilities. This item is missing from the report and should be provided.

Page 4-6 of NUREG 0654 indicates a reduction in capacity be considered in the adverse weather scenario. A reduction in capacity by approximately 20 percent would be appropriate in evaluating the sensitivity of the r.etwork to adverse weather as suggested in NUREG 0654.

Review and comment by local authorities is suggested on page 4-10 of NUREG 0654. A statement indicating such review and input would be sufficient to indicate coordination with appropriate officials.
