J. Higgins- (NRC) i Snubber Stroking SHOREHAM NUCLEAR POWER STATION - UNIT 1 W010-48923 On January 14th, R. Gallagher and myself spoke with R. Gallo l and yourself relative to the issue of Mechanical Snubber 3 Testing (refer to NRC Internal Memo from R.W. Starostecki

to D.G. Eisenhot dated June 8, 1982 - Item #7).

4 During our discussion, we indicated that LILCO Construc-tion Management had made a comparison of Susquehanna and Shoreham construction work practices with respect to snubber stroking, installation and protective actions to .

preclude damage following installation. A summary of -l this comparison is attached. In addition, LILCO has stroke tested a sample of thirty (30) Drywell snubbers (including all sizes) from a total of approximately two hundred thirty 7 (230) and all snubbers stroked satisf actorily.

In order to resolve this issue with I&E, LILCO has also committed to the following:

Snubber Stroking

5. All International Nuclear Safeguards Corp. snubbers will be stroke tested. LILCO may choose to replace these snubbers with Pacific Scientific snubbers in which case the replacements would be stroke tested prior to installation.
6. LILCO has walked down the snubbers in the Drywell and believes that these snubbers are accessible for removal. However, we are initiating an addi-tional review of the large thirty-five (35) and one hundred (100) sizes to provide further assurance of their removal capability. This review will be conducted by the Maintainability Task Force supported by the UNICO Pipe Support group.

It is my understanding that these commitments will satisfac-torily resolve this issue. Work in these areas will commence in February and is anticipated to be complete by the end of March.
