LICENSEE'S RESPONSE TO JOHN F. DOHERTY'S SUPPLEMENT TO HIS PETITION FOR LEAVE TO INTERVENE On September 30, 1983 the petitioner filed his request for a hearing in the above matter. The Licensee has filed a response thereto stating its view that the petitioner is without standing.

Under date of November 3, 1983 the petitioner filed a supplement to his petition setting forth his contentions.
