0 Prior to a pre job briefing an Operator was reviewing Clearance NDB-SUB067-01-009 and noticed RI that SF 94 was tagged open. SF 94 was not required for worker protection and was being tagged open to provide a bypass flowpath around the SFP Filter. The Operator determined that this was contrary to NOP-OP-1001 which states "Danger Tagged Components shall not be used to maintain G process flow'. This was observed during a Management Observation.

I The clearance was revised and SF. 94 was removed from the clearance. This should be considered O a Good Catch by the Operator for his attention to detail. Recommend category CF due to the fact N that clearance was never placed and although an error occurred it did not have the potential to affect personnel safety.

A COMMENTS T This CR documents a concern with Danger tagging a valve which was not needed for personnel or I equipment protection. This condition did not represent a personnel safety issue and was corrected O prior to the clearance being hung. This should be considered a good catch by the operator Involved.
