OCONEE NUCLEAR STATION, UNITS 1, 2, AND 3 (OCONEE) - APPROVAL TO USE MORE RECENT INSERVICE TESTING REQUIREMENTS FOR PRESSURE RELIEF DEVICES (TAC NO. MD3682, MD3683, AND MD3684)

Dear Mr. Hamilton:

By letter dated November 27, 2006, you requested approval to use Mandatory Appendix I, Inservice Testing of Pressure Relief Devices in Light-Water Reactor Nuclear Power Plants, of the American Society of Mechanical Engineers (ASME), OM Code 1998 edition through 2000 OMb addenda for testing of Pressure Relief Devices. You requested approval to use Appendix I of the OM Code 1998 edition through 2000 OMb addenda for the remainder of the fourth 10-year interval of the Oconee inservice testing (IST) program for testing of pressure relief devices at Oconee. The 1995 edition, 1996 OMa addenda of the OM Code will continue to apply to other portions of the IST program.

Title 10 of the Code of Federal Regulations (10 CFR), Part 50, Section 50.55a(f)(4)(iv) states that IST of pumps and valves may meet the requirements set forth in subsequent editions and addenda that are incorporated by reference in 10 CFR 50.55a(b), subject to Nuclear Regulatory Commission approval. Portions of the edition or addenda may be used provided that all related requirements of the respective editions and addenda are met. The1998 edition through 2000 OMb addenda of the ASME OM Code was incorporated by reference into 10 CFR 50.55a(b) on September 26, 2002 (67 FR 60520), and became effective on October 28, 2002, with no modifications or limitations placed on ASME OM Code or Mandatory Appendix I requirements involving pressure relief valve testing. Further, we have identified no related requirements in the specified later edition and addenda that would also need to be met to implement the requested Mandatory Appendix I.

B. Hamilton Therefore, your request to use the Appendix I of the 1998 edition through 2000 OMb addenda of the OM Code for IST of pressure relief valves at Oconee for the remainder of the fourth 10-year interval is approved pursuant to 10 CFR 50.55a(f)(4)(iv).
