SUMMARY

OF PLAN CHANGES TRAINING AND QUAllFICATION PLAN AMENDMENT 12

1. General.

A. Changes in plan text are indicated in BOLD print for easy reference.

B. Revised Section 4.2 and Figure 4-2 to delete the DOE Day Rifle Qualification course and substitute the rifle qualification course specified in TABLE H-1 (Minimum Day Firing Criteria), Appendix H to 10CFR73. The qualifying score was changed from 80 to 70 percent to correspond with the qualification criteria specified in Appendix H to 10CFR73. The technigues and methods required to successfully qualify using the new rifle qualification course are more performance oriented and require the demonstration of both manipulation and marksmanship skills with the rifle from varying distances and firing positions under realistic tactical time constraints. The new rifle qualification course should increase proficiency and demonstrate the ability of response personnel to effectively use the rifle to protect the facility against an attack by a design basis threat force.

4.0 WEAPONS OUALIFICATION/REOUALIFICATION Each individual assigned to the VCSNS Security Force who, by virtue of his job designation, is authorized and/or required to carry a weapon, will be trained, qualified, and requalified on the type of weapon (s) assigned under the auspices of the Training and Qualification Program as set forth in Chapter 2 and further described herein.

The results of weapons qualification and requalification shall be documented and certified to by the Manager, Nuclear Protection Services, or a licensee DA who is a member of the supervisory staff of the security organization. Such certification shall be retained in licensee files for a minimum of three years.

4.1 HANDGUN QUALIFICATION Personnel armed with a handgun will qualify with a revolver or semiautomatic pistol of the same type and model assigned, by firing the NRA Modified Police Course or an equivalent nationally recognized course, and by participating in night firing for familiarization. Figure 4-1 reflects the NRA Modified Police Course utilized for qualification purposes at the V.C Summer Nuclear Station.

Qualifying score shall be an accumulated total of 70 percent of the maximum attainable score.

4.2 SEMIAUTOMATIC RIFLE QUALIFICATION Personnel armed with a semiautomatic rifle will qualify with a rifle of the same type and model assigned by firing the rifle course described in FIGURE 4-2 of this chapter which contains the qualification criteria specified in TABLE H-1 (Minimum Day Firing Criteria) Appendix H to 10CFR73, and by participating in night firing for familiarization. Qualifying score shail be an accumulated total of 70 percent of the maximum attainable score.
