i INTRODUCTION Security personnel who are responsible for the protection of special nuclear material at an operating nuciear electric generating station are required to meet minimum criteria to assure that they will effectively perform their assigned security related job duties. The Nuclear Regulatory Commission developed general criteria which have been identified in Appendix B, " General Criteria for Security Personnel,"

to Title 10 of the Code of Federal Regulation, Part 73.

Appendix B outlines employment suitability and qualification requirements, general training and qualification requirements, and weapons training and qualification requirements.

This Training and Qualification Plan specifies how the Security Force personnel at the V. C, Summer Nuclear Station shall be selected, trained and qualified for those security related duties which have been identified as " crucial". No member of the Security Force shall be assigned to a team until the individual has successfully completed all training requirements for on-duty assignment. No member of the Security Force shall be assigned to a post until qualified to perform the " crucial" tasks required for that post.

.1.0 EMPLOYMENT SulTABILITY AND QUALIFICATIONS Prior to employment or assignment, applicants for Security Force positions are-subjected to a screening program to determine if their backgrounds and physical / mental qualifications are such that iney meet the criteria identifiJd in this Chapter.-

i 1.1 SUITABILITY 1.1.1 EDUCATIONAL DEVELOPMENT: Prior to a saignment to the security organization, an individual shall possess a high school diploma or pass an equivalent performance examination designed to measure basic job related mathematical, language, and reasoning skills, ability and knowledge required to perform security job dutlos, or have educational achievements above the high school level.

l 1.1.2 ' FELONY CONVICTIONS: No individual shall be assigned to the L

security organization who has been convicted of a felony involving -

the use of a weapon, or a felony conviction that relates to the individual's reliability. The results cf a background investigation conducted on each individual prior to assignment to the security organization may be used to determine and verify this requirement.

1.1.3 AGE REQUIREMENT: No one shall be as signed to the security -

organization in an armed capacity until evidence is presented that the individual is 21 years of age or older. Watchpersons must be 18 years of age or older.

1.2 PHYSICAL AND MENTAL QUALIFICATIONS 1.2.1 PHYSICAL QUALIFICATIONS:

A. GENERAL PHYSICAL QUALIFICATIONS: Security force personnel whose duty assignments are directly associated with the effective implementation of the V. C. Summer Nuclear Station Physical Security (PSP) and Safeguards Contingency Plans (SCP), shall have no physical weaknesses or abnormalities that 1-1 Amend.15 G/97

- will adversely affect their performance of assigned security -

B; PHYSICAL EXAMINATIONS:

1. Armed personnel and alarm station operators shall successfully pass a physical examination administered by a j

licensed physician. The examination shall be designed to measure the individual's physical ability to perform assigned lw security job duties as identified in the PSP and SCP.

2. The phyalcal examination may be administered by a health -

professional, provided the results are attested to by a licensed g

physician.

3. Armed personnel shall meet the following additional i

shall be correctable to 20/30 (Snellen or equivalent)

4 (2) - Where corrective eyeglasses are required, they shall be of the safety glass type. Plastic lenses shall be considered acceptable.

(3) The use of corrective eyeglasses or contact lenses shall not interfere with an individuars ability to effectively perform assigned security job duties during normal or emergency operations,

b. Hearing (1) Individuals shall have no hearing loss in the better ear greater than 30 decibels average at 500 Hz,1000 Hz, and 2000 Hz, with no level greater than 40 decibels at any one frequency (by ISO 380

" Standard Reference Zero for the Calibration of Purtone Aucilometer" (1975) or ANSI S3.6 -1969 (R.

1973)" Specifications for Audiometers").

(2) A hearing aid is acceptable provided suitable testing procedures demonstrate auditory acuity equivalent to the above stated requirement.

(3) The use of a hearing aid shall not decrease the effective performance of the individuars assigned security job duties during normal or emergency operations.

c. Diseases. Individuals shall have no established medical history or medical diagnosis of epilepsy or diabetes, or, 13 Amend.15 6/97 I

where such a condition exists, the individual shall provide medical evidence that the condition can be controlled with proper medication so that the individual will not lapse into a coma or unconscious state while performing assigned security job duties,

d. Addiction. Individuals shall have no established medical history or medical diagnosis of habitual alcoholism or drug addiction, or, where such a condition has existed, the individual shall provide certified documentation of having -

completed a rehabilitation program which would give a reasonable degree of confidence that the individual would be capable of performing assigned security job duties,

e. Other Physical Requirements. An individual who has been incapacitated for a period of one month or longer due to a serious illness, injury, disease, or operation, which could interfere with the effective performance of assigned security job duties shall, prior to resumption of such duties, provide medical evidence of recovery and ability to perform such security job duties.

1.2.2 MENTAL QUALIFICATIONS A. GENERAL MENTAL QUALIFICATIONS:- Security personnel whose duty assignment position includes the responsibility of accomplishing crucial tasks which are directly associated with the effective implementation of the PSP and SCP, shall possess the acuity of senses and ability of expression sufficient to permit accurate communication by written, spoken, audible, visible, or -

other signals required by assigned job duties. The ability of each individual to qualify to specific crucial task standards (see -

Chapter 2.0) prior to assignment shall indicate mental alertness 14 Amend.15 6/97

t and the capability to exercise good judgment, implement instructions, and assimilate assigned security tasks.

B. EMOTIONAL STABILITY: In addition to meeting the requirement stated in Section 1.2.2.A, armed personnel and alarm station operators shall have no emotional instability that would interfere with the effective performance of assigned security job duties.

Prospective Security Force personnel shall have no emotional instability that would interfere with the effective performance of assigned duties. This determination shall be made by a licensed psychologist or psychiatrist or physician (medical doctor) or other person professionally trained to loentify emotional instability in the detection of aberrant behavior, in accordance with the screening program set forth in the Station's PSP.

Members of the security organization are monitored in accordance with the Station Continual Behavioral Observetion Program for unescorted access authorization.

1.3 MEDICAL EXAMINATION AND PHYSICAL FITNESS QUALIFICATIONS 1.3.1 Subsequent to a prior mcdical examination to include a determination and written certification by a licensed physician that there are no medical contraindications to participation by the individual as disclosed by the medical examination, armed personnel shall demonstrate their physical fitness for assigned job duties by performing a practical physical exercise program within a specified time period. The physical fitness test is described in FIGURE 1-1 and is designed to simulate one of the most physically 19manding situations that may be encountered during the performance of any duty assignments requiring the individual to be armed.

1.3.2 The results of the physical fitness test are valid only if performed under the following conditions:

A. Weather conditions must not be extreme. Failure to meet the time limit during such conditions as high winds, heavy rain, icy conditions, very high or very low temperature, shall not be considered as disqualifying.

B. Sufficient lighting is available to allow the subject to perform the task in a safe manner.

C. The subject is dressed and equipped in a manner similar to that routinely encountered during their duty assignment, D. Performance of this task must be observed and documented by a person authorized to administer the examination.

1.3.3 The physical fitness test shall be certified to by the Manager, Nuclear Protection Services, or licensee DA who is a member of the supervisory staff of the security organization.

1,4 CONTRACT SECURITY PERSONNEL: Contract security personnel shall be required to meet the suitability, physical, and mental requirements as outlined in Sections 1.1,1.2, and 1.3 of this Plan, 1.5 PHYSICAL AND MEDICAL REQUAllHCATION: At least every 12 months, alarm station operators and armed personnel shall be required to pass a medical physical examination in accordance with Section 1.2.1.B. Armed personnel shall be required to pass the physical fitness test specified in Section 1.3.1 at least every 12 months.

1.6 DOCUMENTATION

The results of suitability, physical, and mental qualification evaluations shall be documentsd and retained in site licensee / contractor files for a minimum of three years. The documents actually completed during the examinations, demonstrations, or evaluations may not be retained.

Run approximately 400 yards.

During the course of the run, the examinee must engage two NRA B-27 targets from a distance of SEVEN yards from TWO designated firing points. A total of SIX rounds must be fired at each target. Misfires will be counted as a shot fired provided 3.b is satisfied. The weapon must be holstered at the completion of each engagement. The test is completed when the weapon is cleared and holstered after engaging the final target.

To qualify:

The test must be completed in four (4) minutes or less, AND b.

A minimum of FOUR hits must be present within each black silhouette of the TWO B-27 targets.

2.0 TRAINING AND QUALIFICATION The implementation of the Physical Security and Safeguards Contingency Plans at the V. C. Summer Nucitar Station is predicated upon the provision of a Security Force trained and qualified in the application of procedural requirements necessary to enforce the provisions of those plans. The training and qualification of personnel assigned to the security force, as outlined in this Chapter, provides the qualified personnel necessary to meet this responsibility.

2.1 TRAINING AND QUALIFICATION PROGRAM 2.1.1 The Physical Security Plan identifies security force duty positions.

Personnel selected for duty positions on the security force may be assigned to perform one or more of the following lob desionations:

Escort Officer 2.1.3 in order to ensure that only trained and qualified personnel are assigned to the security force, the Security Training and Qualification Program is comprised of four courses of instruction designed to qualify assigned personnel for security force job designations. The courses of instruction are identified at FIGURE 2-1.

2.1.4 Course Number 4000, Eupervisor Training, shown in FIGURE 2 1, may be substituted by a contractor-provided course. The contractor supervisor course is maintained by the contractor and is not subject to the requirements in Sections 2.1.5 and 2.1.6.

2.1.5 Each course of instruction is comprised of subcourses based upon those functional areas necessary for the training and qualification of O'

security force personnel to effectively perform security force duty assignments as specified in Section 2.1.2. Each subcourse is comprised of individual blocks of instruction for which lesson plans are prepared. Because course topics are cubject to change, specific course topics are not provided in this plan, but are maintained in licensee files for a period of three years.

2.1.6 All courses of instruction, subcourses, and blocks of instruction are reviewed as a minimum at least once per calendar year. Revisions are made where necessary to reflect the most recent information available as a result of program refinement; equipment additions, deletions, or changes; regulatory modifications; procedural changes;-

changes to the Station PSP or SCP; or other data received as a result of technological or tactical advances in the field of safeguards security. The Manager, Nuclear Protection Services, or a licensee 2-2 Amend.15 6/97

2.2 TRAINING REQUIREMENTS 2.2.1 Each individual requiring training to perform security related functions necessary to implement the PSP and SCP shall be t lined to perform such functions through the attendance of the applicable Training and Qualification Program course (s) of instruction, prior to on-duty assignment to the security force. The matrix reflected at Figure 2 2 identifies those courses of instruction which ir ade subcourses required by personnel assigned to each job designation on the Security Force.

2.2.2 Newly assigned security personnel will be placed in a watchperson job assignation in an unqualified trainee status until such time that a coursa of instruction is completed. Such personnel will not be placed in a security duty assignment Chich requires the performance of crucial tasks until trained and qualified for such duty assignment.

Retention in a watchperson or higher job designation classification requires the successful completion of the applicable course (s) of 4

Instruction.

2.2.3 Personnel may be assigned to the job designation of Team Leader, Supervisor, or Alarm Station Operator in an on-the-job training (OJT) status pending attendance and successful completion of training in the required course (s) of instruction. Such assignments shall be based upon an evaluation of the individual's educational background and/or previous experience that is determined as adequate for each assignment by the Manager, Nuclear Protection Services, or a 2-3 Amend.15 6/97

licensee DA, who is a member of the supervisory staff of the security organization, 2.2.4 The Training and Qualification Program outlined in this plan is designed for individuals who do not have any educational background or previous experience in the field of security.

Individuals who possess sufficient educational background and/or previous security experience that provides an equivalent degree of knowledge, skills, and abilities in the field of security may be 1

exempted from attending all or portions of applicable courses of instruction identified in this plan, when approved by the Manager, Nuclear Protection Services,- or a licensee DA, who is a member of the supervisory staff of the security organization. Such personnel shall be required to satisfactorily complete all examinations specified for each course of instruction that is exempted prior to being certified to perform duties of a specific job designation.

2.2.5 The Manager, Nuciear Protection Services, or a licenses DA, who is a member of the supervisory staff of the security organization, shall certify in writing the attendance and training of all personnel participating in coursos of instruction specified in this plan.

Certification shall be retained in licensee files for a minimum of three years.

2.3 QUALIFICATION REQUIREMENTS 2.3.1 Each individual requiring qualification to perform security related functions necessary to implement PSP and SCP shall be qualified in accordance with this plan prior to on duty assignment to the Security Force.

2.3.2 To qualify for a specific duty assignment, an individual must satisfactorily demonstrate the performance of all crucial tasks identified for that duty assignment under specific conditions and to the performance standards specified.

2.3.3 All tasks required for the qualification of an individual for placement in a specific duty assignment are identified in applicable courses of instruction. All tasks shall be reviewed as a minimum at least once per calender year. Revisions are made where necessary to reflect the most recent information available as a result of program refinement; equipment additions, deletions, or changes; regulatory modifications; procedural changes; changes to the Station Physical Security or Safeguards Contingency Plans; or other data received as a result of technological or tactical advances in the field of -

l safeguards security. The Manager, Nuclear Protection Services, or a licensee DA who is a member of the supervisor staff of the security organization, shall certify in writing the accomplishment of the review process. Certification shall be retained in licensee files for a minimum of three years. Such personnel will not be placed in a security duty assignment which requires the performance of crucial tasks until qualified for such duty assignment. Retention in a Watchperson or higher job designation classification requires qualification for that position.

2.3.4 Personnel assigned to the Team Leader, Supervisor, or Alarm

Personnel with prior education and/or experience in security that provides an equivalent degree of security knowledge, skills, and abilities may be tested and certified as qualified for specific duty assignments with the approval of the Manager, Nuclear Protection Services, or a licensee DA who is a member of the supervisory staff of the security organization.

The administration of qualification tests will be conducted and attested to by training personnel or personnel assigned to supervisory positions within the security organization.

2.3.6 The Manager, Nuclear Protection Services, or a licensee DA who is a member of the supervisory staff of the security organization, shall certify in writing the qualification of all security personnel.

Certification shall be retained in licensee files for a minimum of three years.

2.3.7 CRUCIAL TASKS. The Training and Qualification Program is GD designed to provide all necessary training and qualification required to ensure that each assigned individual is able to perform those tasks applicable to each duty assignment. Certain tasks have been identified as " crucial" to each duty assignment as a result of an evaluation of the PSP and SCP, A task is considered to be crucial if:

A. Its proper performance is essential for successful implementation of the site physical security and contingency plans when needed, even if it is performed only during contingencies.

B. It is not simple and an individual could make mistakes involving lack of knowledge, skills, or ability that affect security.

2.3.8 INDIVIDUAL RESPONSIBILITY MATRIX. See Figure 2-3.

2.3.9 PERFORMANCE OBJECTIVE / CRITERION A. Performance objectives / criterion have b3en established for all crucial tasks by duty assignment and are reflected at figures 2-4.

4 The purpose of each performance objective / criterion is to identify the minimum levels of performance (standards) that are required for satisfactory completion of the task.

B. An individual's ability to meet a given standard may be evaluated through the use of a practical exercise, written examination, or through questioning. Unless otherwise indicated, the individual must demonstrate a knowledge of every standard reflected in order to qualify in a specific task.

C. The conditions under which each task must be accomplished are listed below, and apply in all cases unless otherwise noted:

1. Weather conditions must not be extreme. Failurd 'o meet standards affected by such weather conditions as high winds, heavy rain, icy conditions, very high or very low temperaturee, etc., is not to be disqualifying.

2.3.10 TASK QUALIFICATIONS A. All personnel assigned to a duty assignment for which a crucial task has been identified must successfully, prior to on duty assignment, demonstrate the performance of all crucial tasks associated with that duty assignment to the satisfaction of a person authorized to administer the examination.

B. An unqualified individual may be assigned to a post for the purpose of training, provided that person is under the continuous observation of an individual qualified to perform all crucial tasks designated for that post. Responsibility for the tasks associated with the duty assignment, during such on-the-job training (OJT) assignments made under the auspices of the Training and Qualification Program, remains with the observer.

2.3.11 TASK QUALIFICATION RECORDS A. Task Qualification Records will be prepared for each individual assigned to a duty assignment for which crucial tasks have been identified. Such records will contain, for each crucial task, the date of successful performance, the signature of the individual administering and attesting the evaluation, the initials or-signature of the examinee, and the signature of the certifying supervisor. Task Qualification Records certify that the individual has been tested and qualified in the applicable crucial task and is certified by the attesting supervisor as being able to perform the s

assigned duties. Certain detailed testing materials or evaluation forms utilized in the certification and qualification process need not be retained subsequent to administration of the examination and certification of task qualification by the appropriate supervisor.

9 B. - The Manager, Nuclear Protection Services, or a licensee DA who is a member of the supervisor staff of the security organization, shall certify in writing on the Task Qualification Record the qualification of the individual assigned to the Station Security Force. Task Qualification Records shall be retained in site licensee files for a minimum of three years.

2.4 RETRAINING /REQUALIFICATION 2.4.1 Modifications to the Training and Qualification Program as a result of those review processes identified in Sections 2.1 and 2.3 will be reflected in revisions to the applicable lesson plans, blocks of

-instruction, subcourses, and courses of instruction of the Training and Qualification Program. Additionally, surveys of the security system may be made to detect an individual or Training and Qualification Program deficiency. Such surveys may consist of announced and unannounced written or practical examinations and drills, or supervisory evaluation of individual and team duty performance. Modifications made to the Training and Qualification Program, to include task qualification requirements, will result in the provision of that training and qualification necessary to ensure each assigned individual's ability to meet the modified requirements.

Such training and qualification may take the form of supplemental instruction, procedure changes, on-the-job training and evaluation, etc.

2.4.2 All assigned personnel are required to requalify on all crucial tasks at least every 12 months subsequent to their initial qualification. The routine performance of a task while on-duty may meet this requirement, as long as the task is performed to the standards identified by the applicable performance objective / criterion and documented by the testing materiais and forms identified for the task

roqualification tests will be conducted and attested to by training personnel or personnel assigned to supervisory positions within the security organization. All requalification evaluations will be documented on the assigned individual's Task Qualification Record in the manner specified in Section 2.3.

2.4.3 The Manager, Nuclear Protection Services, or a licensee DA who is a member of the supervisory staff of the security organization, shall certify in writing on the Task Qualification Record the requalification of each individual assigned to the Station Security Force. Task-Qualification Records shall be retained in site licensee files for a minimum of three years.

2.4.4 Failure of an individual to perform a crucial task during i

- requalification requires either immediate instruction and requalification; restricting on-duty employment to those job designations or duty assignments for which the individual is qualified /requalified; or complete removal from team assignment and implementation of compensatory measures, as required.

2.5 CONTRACT SECURITY PERSONNEL All contract security personnel assigned to the Station Security Force shall be trained and qualified in accordance with this Training and Qualification Plan. The training and qualification of contract personnel shall be documented, and certified by the Manager, Nuclear Protection Services, or a licensee DA who is a member of the supervisory staff of the security organization, in accordance with the provisions set forth in Sections 2.2, 2.3, and 2.4.

3.0 WEAPONS TRAINING 3.1 Armed personnel requiring weapons training to perform security related functions necessary to implement the Physical Security Plan and Safeguards Contingency Plan shall be tralned in accordance with the l-provisions of this plan, prior to assignment to a job designation requiring the use of firearms.

i 4.0 WEAPONS QUALIFICATION /REQUALIFICATION l

Each Individual assigned to the Security Force who, by job designation, is authorized and/or required to carry a weapon, will be trained, qualified, and requalified on the type of weapon (s) assigned under the auspices of the Training and Qualification Program as set forth in Chapter 2 and further described herein.

The results of weapons qualification and roqualification shall be documented and certified to by the Manager, Nuclear Protection Services, or a licensee DA who is a member of the supeivisory staff of the security organization. Such certification shall be retained in licensee files for a minimum of three ysars.

4.1 HANDGUN QUALIFICATION: Personnel armed with a hanegun will quality with a revolver or semiautomatic pistol of the same type and model assigned, by firing the FBI Revolver Qualification Coume which is a nationally recognized course, and by participating in night firing for familiarization. Figure 4-1 reflects the FBI Revolver Qualifict. tion Cms utilized for qualification purposes at the V.C Summer Nuclear 9tation.

Qualifying score shall be an accumulated total of 75 percent of the maximum attainable score.

4.2 SEMIAUTOMATIC RIFLE QUALIFICATION: Personnel armed with a

- semiautomatic rifle will qualify with a rifle of the same type and model assigned by firing the rifle courss described in FIGURE 4-2 which contains the qualification criteria specified in TABLE H 1 (Minimum Day Firing Criteria) Appendix H to 10CFR73, and by participating in night firing for familiarization. Qualifying score shall be an accumulated total of 70 percent of the maximum attainable score.

4.3 SHOTGUN QUALIFICATION: Personnel armed with a shotgun will qualify with a shotgun of the same type and model a Mgned, by firing the Nuclear Regulatory Commission (NGC) shotgun course, or an equivalent nationally recognized course, and by participating in night firing for familiarization.

require the placement of 51 of 72 pellets fired (70 percent) within the black silhouette of the targets engaged.

4.4 REQUALIFICATION

Personnel armed with a wee.pon(s) shall be requalified on the type weapon (s) assigned at least every 12 months in accordance with this Plan, and as set forth in Sections 4.1, 4.2, and 4.3, as applicable, excluding night firing for familiarization.
