Dear.Sir:

The purpose of this report is to satisfy the reporting requirements of IOCFR50 Section 50.59, in respect to activities related to the Cornell TRIGA Reactor (facility license R-80) and the Cornell Zero Power Reactor (ZPR) (facility license R-89) during the period beginning Julyl, 2003 and ending June 30, 2004.

TRIGA License R-80:

I. Operatini Experience During the week of November 10, 2003 all spent fuel was removed from the TRIGA reactor facility and transferred to the Idaho National Engineering and Environmental Laboratory in Idaho Falls, Idaho. A decommissioning plan for the Ward Laboratory facility was submitted to the US NRC on August 22, 2003.

4. Surveillance Tests and Inspections All parameters and systems undergoing required surveillance, tests, and inspections were determined to be within specified limits.

1) Liquid waste: 238 micro curies (gross activity)

10. Personnel Exposure No significant radiation exposure to personnel was experienced.

ZPR License R-89 On February 12, 1997, the US NRC issued Amendment No. 4 which removed the authority from the license to operate the reactor. The ZPR fuel had been removed from the reactor grid plate prior to that date, and the reactor has been in a shutdown/safe-storage condition. On April 28, 2000, all SNM related to the ZPR was retrieved by a DOE contractor and placed in storage at the Portsmouth Gaseous Diffusion Plant. Decommissioning of the ZPR is included in the decommissioning plan for the Ward Lab facility submitted to the US NRC on August 22, 2003.
