By letter dated November 14,, 2014, (Agencywide Documents Access and Management System (ADAMS) Accession No. ML14325A644), Dominion Nuclear Connecticut, Inc., (the Licensee) submitted a response to the NRC request for additional information, related to License Amendment Request (LAR) for Millstone Power Station Unit 3. The proposed LAR would revise the Technical Specification (TS) 3/4.5.4, Refueling Water Storage TANK, and TS 3/4.6.2.1, Depressurization and Cooling Systems, Containment Quench Spray System, to provide additional operational margin for control of the Refueling Water Storage Tank temperature.

The NRC staff has reviewed the licensees response to the NRCs request for additional information, and has a need for additional information regarding response to the NRC staffs question (2) which relates to Westinghouse NSAL-14-2. The NRC staffs request for additional information is attached below.

Please provide your responses within 30 days from the date of this email to facilitate timely completion of the NRC staffs review of the licensees request.

By letter dated November 14,, 2014, (Agencywide Documents Access and Management System (ADAMS) Accession No. ML14325a644), Dominion Nuclear Connecticut, Inc., (the Licensee) submitted a License Amendment Request (LAR) for Millstone Power Station Unit 3. The proposed LAR would revise the Technical Specification (TS) 3/4.5.4, Refueling Water Storage TANK, and TS 3/4.6.2.1, Depressurization and Cooling Systems, Containment Quench Spray System, to provide additional operational margin for control of the Refueling Water Storage Tank temperature.

In the letter dated November 14, 2014, the licensees response to staff Question 2 regarding Westinghouse NSAL-14-2 states:

The current FSAR analyses have not been updated to address NSAL-14-2, "Westinghouse Loss-of-Coolant Accident Mass and Energy Release Calculation Issue for Steam Generator Tube Material Properties," which was distributed to MPS3 on April 8, 2014. NSAL-14-2 was applicable to MPS3, in that the analysis of record used material properties for stainless steel instead of Alloy 600, leading to an under prediction of the initial stored energy in the steam generator tubes. Based on preliminary information, MPS3 expects no impact on the short-term containment peak pressure calculation and a very small effect on the long-term energy release that can be accommodated by margins available in the containment analyses. DNC expects no impact from NSAL 14-2 on the RWST temperature limits proposed in the LAR submitted November 6, 2013. MPS3 is addressing NSAL-14-2 through the corrective action process.

In the above statement It is noted that the DNC has not made a final conclusion regarding the impact of M&E errors reported in NSAL-14-2. In that regard, the NRC staff requests a response to the following:

After correction of the M&E errors (reported in NSAL-14-2) and with the proposed RWST water temperature in the licensing basis analysis, provide the following: (a) revised short-term containment peak pressure, (b) long term containment analyses results, and (c) change in input parameters and assumptions which reduced the margins available in containment analyses for accommodating the increase in the long-term energy release.
