1.0 introduction This report i,s submitted in accordance with St. Lucie Plant Technical Specifications'ection 5.6.1.b.

The St. Lucie P'ant Radiological Environmental Sampling Program for January 1. 1980 thru December 31, 1980 is summarized in Table 1. This program is conducted in accordance with the provisions of Appendix 8 to the St. Lucie, Unit Vo. 1, Technical Specifications. Except as otherwise noted herein, the minimum Technical Specification requirements for sampling and analysis have been met or exceeded.

Garden and milk animal censuses, are required by St. Lucie Technical Sp'ecifications. A garden census was conducted in April. Nilk animal "censuses were conducted in January and July. A summary of the results of these surveys is provided in Table 2.

2.0 The Nonitori Pro ram 2.1 Anal t ical Res ns ib i lit I

Environmental radiological monitoring at the St. Lucie Plant is 1

carried out by the Department of Health and Rehabilitative Services

'of Florida (DHRS). Samples are collected by DHRS personnel.

2.2 Number of Sam les Anal zed During this period (January 1, 1980 December 31, 1980), a total oi 1179 samples (including the 19 samples collected and analyzed in accordance Wth the DHRS/DOE, split sampling program) were collected. To date, 1359 specific analyses have been completed and reported.

3.0 Evaluation of Data Table 3.2-3 provides that the lower limit of detection (LLD) for tritium in water shall be 199 pCi/1- Due to equipment problems, the LLD for tritium in three water samples collected on October 7, 1980 was 300 pCi/L.

The consequences of the reduced analytical sensitivity for tritium would not cause any limits to be exceeded, nor pose any threat to the safety or well being of any member of the general public, population group, or to the environment.

Florida DHRS personnel are in the process of evaluating the cause of the malfunctioas and the corrective actions which may be necessary.

Except as noted in Table 1, none of the sampling locations used xn tnt environmental radiological monitoring program showed evidence of having significant concentrations of a particular radionuclide in a specific sample material much higher than the observed mean for that radionuclide at all sampling locations.

Due to equipment problems, several fourth quarter tritium and strontium analyses are not =et available. A supplement to 'his.report will be prepared and submitted 'when those results have been reported.

Higher than normal values in Air Particulate - Gross Beta sanples were observed at all monitored locations during the fourth quarter. This observation corresponds to the tining of a Chinese weapons test on October 16, 1980. Similar obseriations were found in the Turkey Point Nuclear Plant Radiological Environmental Sampling Program.

The direct radiation readings measured at location H12 (FPL substation, SR 76 Pest of U.S. I in Stuart,, Florida) are caused by the close proximity of natural radioactivity contained in the site fill. The high, low and mean values for all other monitored locations are 5.2, 3.4, and.

4.4 REM/Hr res pectively.

hll data have beem analyzed and compared to preoperational and historicai data, and have bema found o be consistent with values previously reported. Trend plotting of part'culate and direct radiation measurements reveals no plant related, variations.

4.0 Conclusions During this period, the Radiological Environmental Nonitoring Program has found no evidence that the operation of the St. Lucie Plant contributes harmful ef fects or irreversible damage to the environment, or population groups in the areas surrounding the St. Lucie Plant.
