OFJUNE 6, 2018, CLOSED MEETING WITH FRAMATOME INC. TO DISCUSS A PLAN FOR BATCH LICENSING OF ITS ACCIDENT TOLERANT FUEL On June 6, 2018, a closed meeting was held between the U.S. Nuclear Regulatory Commission (NRC) staff and Framatome Inc. (Framatome) to discuss Framatome plans for batch licensing of the accident tolerant fuel (ATF) concept of chromia-doped fuel with chromium-coated cladding (Cr-Cr) for nuclear power plants in conjunction with advanced methods to support batch readiness by 2023. This was the first meeting with a fuel vendor detailing their licensing strategy for an ATF design. Key discussion topics included the need for further early engagement on testing and data generation, the need to reach alignment on review timelines, the limited end of life data set that will be available to support the reviews, and early attention to potential impacts on storage and transportation. Framatome also noted that while the loss of the Halden reactor in Norway is a disappointment, they do not anticipate schedule implications for their Cr-Cr ATF concept.
The NRC staff pointed out several regulatory aspects Framatome needed to consider moving forward and encouraged Framatome to engage the NRC staff as early as possible throughout the development and licensing process. Framatome was reminded of the length of time it could take if the concept or actions to recover the additional margin associated with the design would result in the need for rulemaking or the resolution of policy issues. The NRC staff indicated that the Advisory Committee on Reactor Safeguards (ACRS) has an interest in ATF and that interaction with the ACRS needs to be factored into the timeline. The NRC staff indicated it should be involved in the development of the phenomena identification and ranking table exercises for ATF designs, as outlined in the NRCs ATF project plan. The NRC staff also requested that Framatome consider the material property needs for transportation and storage early in the process.
