SUMMARY

OF FEBRUARY 27, 2019, PARTIALLY CLOSED MEETING WITH FRAMATOME INC. REGARDING STATUS OF CHROMIUM COATED CLADDING BASED ENHANCED ACCIDENT TOLERANT FUEL ACTIVITIES On February 27, 2019, a partially closed meeting was held between the U.S. Nuclear Regulatory Commission (NRC) staff and Framatome Inc. (Framatome). During the meeting Framatome updated the NRC staff on its most recent enhanced accident tolerant fuel (ATF) activities as they relate to the chromium coated cladding concept.

During the open session of the meeting; Andrew Proffitt of the NRC staff gave a brief presentation during which he informed Framatome that the NRC staff issued a draft report as part of the phenomena identification and ranking table exercise for chromium-coated cladding.

He informed Framatome that an external panel of independent experts has been solicited to augment the report and will meet April 23-25, 2019. Upon finalization of the report in June 2019, the NRC staff will prepare interim staff guidance to supplement the current standard review plan, as necessary, to enable efficient, effective, and predictable technical reviews of the chromium-coated cladding concept.

During the closed session of the meeting, the NRC staff provided candid feedback in following areas of technical concern:

  • The NRC staff expressed that accurate and timely updated scheduling information is critical for NRC resource planning, especially with the aggressive schedules of ATF.
  • The NRC staff noted that testing to failure can provide important insights as opposed to testing just to the acceptance criteria.
  • The NRC staff is interested in any interaction between the spacer grid material and the coating, especially at high temperatures.
  • If delamination of the coating, or flaking off, is credible, then where is the worst place in the reactor coolant system that it could deposit?

  • Any manufacturing differences between test material and the final production material need to be addressed in the topical report.
  • Are there any chemical interactions of crud with the coating material?
  • The NRC staff is interested in understanding Framatomes plans related to departure from nucleate boiling testing and modeling.
  • The NRC staff wants to further understand Framatomes testing plans for loss of coolant and reactivity insertion accident conditions to support batch loading.
