SUMMARY

OF FEBRUARY 28, 2019, PARTIALLY CLOSED MEETING WITH FRAMATOME INC. REGARDING STATUS OF CHROMIA-DOPED PELLET BASED ENHANCED ACCIDENT TOLERANT FUEL ACTIVITIES On February 28, 2019, a partially closed meeting was held between the U.S. Nuclear Regulatory Commission (NRC) staff and Framatome Inc. (Framatome). During the meeting Framatome updated the NRC staff on its most recent enhanced accident tolerant fuel (ATF) activities as they relate to the chromia-doped pellet concept.

Framatome began by discussing the recent history to the NRC staff with its chromia-doped fuel via review of Topical Report (TR) ANP-10340P-A. ANP-10340P-A detailed the implementation of chromia-doped fuel methods in boiling water reactors (BWRs). Framatome discussed its plans for developing a supplement (ANP-10340, Supplement 1P) to that TR which will expand the methods to pressurized water reactors (PWRs). In addition to a potential outline of the supplement, Framatome discussed the aspects of the methods that are different between BWRs and PWRs. Framatome discussed the different material properties, different behavioral assessments, different qualification data, and different licensing criteria assessments.

The NRC staff relayed to Framatome awareness of doped fuel dopes that failed at lower enthalpy. Framatome requested information from the NRC staff on these failures. The NRC staff inquired if a burnup extension will be included in the Supplement. Framatome indicated that higher burnup has been discussed. Framatome requested for continuity that the NRC staff that reviewed ANP-10340-P-A perform the review of the Supplement. The NRC will consider the request but workload and resources at the time of submittal will be the determining factor.
