TRANSMITTAL OF DRAFT SAFETY EVALUATION FOR FRAMATOME TOPICAL REPORT ANP-10323, REVISION 1, GALILEO FUEL ROD THERMAL MECHANICAL METHODOLOGY FOR PRESSURIZED WATER REACTOR By letter dated August 1, 2013 (Agencywide Documents Access and Management System (ADAMS), Package Accession No. ML13218A013), AREVA (Currently named Framatome, Inc.

(Framatome)) submitted Topical Report (TR), ANP-10323P/NP, Revision 0, Fuel Rod Thermal Mechanical Methodology for Boiling Water Reactors and Pressurized Water Reactors [(PWRs)]

for U. S. Nuclear Regulatory Commission (NRC) staff review. By letter dated March 27, 2014 (ADAMS Accession No. ML14078A458), the NRC staff accepted the TR for comprehensive review. By letter dated November 23, 2015 (ADAMS Accession No. ML15329A315), AREVA requested the NRC to review and approve the TR for application only to PWRs utilizing uranium dioxide and gadolinia bearing fuel and suspend the review of the boiling water and mixed oxide portions of the TR. Additionally, in November 2015, AREVA informed the NRC that there was a code stability issue with the GALILEO code and requested that the NRC staff suspend the review until code stability issue was resolved. By letter dated March 25, 2016 (ADAMS Accession No. ML16006A383), the NRC staff sent requests for additional information (RAIs) to AREVA, based on an agreement with AREVA that the response would be received within 1 year from the date of the letter. During the April 24, 2018 pre-submittal meeting, Framatome presented (ADAMS Package Accession No. ML18121A273) on a Plan to Resume NRC review.

By letter, Request for Resumption of Review of ANP-10323P using ANP-10323P Revision 1, GALILEO Fuel Rod Thermal-Mechanical Methodology for Pressurized Water Reactors, dated June 29, 2018 (ADAMS Package Accession No. ML18186A356), Framatome requested resumption of the review and submitted ANP-10323P, Revision 1 GALILEO Fuel Rod Thermal-Mechanical Methodology for Pressurized Water Reactors. By letters dated December 2018, January 2019, June 2019, September 2019, and July 2020 (ADAMS Package Accession Nos.

Framatome submitted responses to the NRC staff requests for additional information.

Framatome explained that the TR presents a methodology for the realistic evaluation of the thermal-mechanical performance of fuel rods for PWRs. In addition, TR ANP-10323P methodology consists of the best-estimate fuel performance code GALILEO that models the thermal-mechanical behavior of the fuel rods, and application methodology for determining the behavior of rods in a PWR core during normal operation and anticipated operational

S. Moore occurrences. The objective of the methodology is to quantify the fuel design margins to the generic design criteria.

The NRC staffs draft safety evaluation (SE), for TR ANP-10323, Revision 1, GALILEO Fuel Rod Thermal-Mechanical Methodology for Pressurized Water Reactors, can be found at ADAMS Accession No. ML20230A041. The SE will support the September 24, 2020, ACRS Subcommittee meeting on Metallurgy and Reactor Fuels.
