Three Mile Island liuclear Station Unit 1 Docket No. 50-289 Operating License No. DPR-50 Technical Seecification Chance Recuest The licensee requests that the attached pages replace the corresponding existing Technical Specifications pages.

Reason for Pronosed Chance Tu further insure the operability of the Core Flooding, Low Pressure Injection and High Pressure Injection System.

Safety Analysis Justifyinc Protosed Chance This change specifies that the core flood tank vent valves CF -V3A and CF-V3B be closed and the breakers to the CFT vent valve motor operators be tagged open during critical operations, except when adjusting core flood tank level and/or pressure.

This change also requires that the Lov Pressure Injection and High Pressure Injection System pumps and high point vents be vented once per refueling cycle.

Since this change further improves the reliability of the systems concerned, no unreviewed safety question is involved.

Objective To define the conditions necessary to assure inmediate availability of the e=crgency core cooling, reactor building crergency cooling and reactor building spray syste=s. ,

Speci fi cation 3 3.1 The reactor shall not be made critical unless the following conditions are cet:

3.3.1.1 Injection Systers

a. The borated water storage tad shall contain a minimum of 350,000 gallons of water having a mininua concentration of 2,270 pps boron at a te=perature not less than 40 F. The manual valve on the discharge of the BWST shall be locked open,
b. Two nieup punps are operable in the engineered se_feguards mode

d. Two decey heat removal coolers and their cooling water supplies are operabic. (See Specification 3.3.1.4)
e. .Two BWST level instrument channels are operable.
f. The two reactor building su=p isolation valves (DHV6A/B) shall be either manually or re=ote-canually operable.

3.3.1.2 Core NM n; System

a. Two core flooding tanks each containing 1040 2 30 ft3 of borated vater at 600 ! 25 psig shall be available,
b. Core flooding tank boron concentration shall not be less than 2,270 pp baron.

- c. The electrically operated discharge valves from the core flood tank vill be assured open by ad=inistrative control and position indication le=ps on the engineered safeguards status panel.

Respective breakers for these valves shall be open and con-spicuously marked.

d. One core flood tank pressure instrumentation channel and one s.

core flood tank level instrumentation channel per tank shall be operable.

h.5.P EMERGEUCY CORE COOLING SYSTEM Annlicability Applies to periodic testing requirement for etercency core cooling systems.

Objective To verify that the emergency core cooling systems are operabic.

Specification 4.5 2.1 High Pressure Injection.

a. During each refueling interval, system pumps and, system high point l vents shall be vented, and a system test shall be conducted to demonstrate that the system is operable.

After a satisfactory test of the Emergency Joading sequence (h.51),

the M. U. Pump and its required supporting auxiliarien vill be started manually by the operator and a test signal vill be applied to the High Pressure injection valves to demonstrate actuation of the high pressure injection system for emergency core cooling operation.

b. The test vill be considered satisfactory if the valves have completed their travel and the M.U. pumps are running as evidenced by the control board component operating lights, and either the station computer or pressure / flow indication.

h.5 2.2 Low Pressure Injection

a. During each refueling period, system pumps and high point vents j shall be vented, and a systen test shall be conducted to demonstrate I that the system is operabic. The auxiliaries required for low pressure injection are all included in the emergency loading sequence specified in h.5 1.

b, The test will be considered satisfactory if the decay heat pumps listed in h.5.1.lb have been successfully started and the decay heat injection valves and the decay heat supply valves have completed their travel as evidenced by the control board component operating lights, and either the station computer or pressure / flow indication.

h.5 2.3 Core Flooding

a. During each refueling period, a system test shr11 be conducted to demonstrate proper operation of the system. During depreocurization of the Reactor Coolant System, verification shill be made that the check and isolatien valves in the core flooding tank discharge lines operate properly.
b. The test vill be considered natisfactory if control board indication of core flood tank level verifies that all valves have opened. '
