C. 20555 Sub.iect: New England Power 00: STN 50-568: STN 50-569 Referencem Proposed transmission line corridor Dear Mr. Ballards In reviewing past meetings with representatives of the New England Power Co., and in reading some of the corres-pendence relating to the proposed NEP-1 and NEP-2 nuclear power plants in Charlestown, we find considerable un-certainty both as to the latest location, and the legali-ties in securing rights-of-way authorizations.

We understand that the proposed right-of-way is planned to pass directly through the Narragansett Tribal Reservation.

We call attention to the fact that a portion of this Reservation is protected by historical landmark legislation, and that such a right-of-way must be approved by the Rhode Island Historical Preservation Socie ty, and also by the commission that is to be activated during early 1979 which will administer the details of the settlement of the U.S.

-Narragansett Tribe agreement.

In the interest of clarifying this matter, we are asking that you provide us with copies of marked maps, or perhaps of maps plus overlays, which clearly show the proposed right-of-way or rights-of-way. Further I am enclosing herewith a copy of a map released in 1975 by the Power Co. which showed the proposed route at that time. I would ask that you indicate en this, changes, if any, that have been made since the release of this map.

Please indicate precisely what authority, if any, NRC exercised in the selection and approval of such transmission routes. We assume that construction license carries with it a precisely delineated transmission line corridor. 9/
