October 1, 1978 Mr. Joseph M. Hendri, Chairman Nuclear Regulatory Commission Washington, D. C. 20555
Dear Mr. Hendrie,
On Thursday, Sept. 28, in an article on page one of the Westerly Sun, " Location Terrain Make Woody Hill Less Desirable Than Charlestown for N-plant", Mr. Joseph Harrington, project coordinator for New England Power Co. made the statement to officials of the Nuclear Regulatory Commission that during construction, barges carrying the heavy reactor parts could I
be brought right up to the Charlestown site.
On Friday, Sept. 29, on page two of The Westerly Sun, Mr.
Andrew Kadak, information officer for New England Power Co.,
corrected Mr. Harrington's statement, emphasizing that barges carrying heavy reactor parts would only come as" far as South Kingstown and then be transferred to trucks and transported over Route 1 to the former naval air base.
I hope that this correc-tion also reached your office.
My question now is whether to
~
believe the pooject coordinator or an information officer, I do not understand how Mr. Harrington, project coordinator, could be so poorly informed about the details of the project.
Or was this statement made to enhance the suitability of the Charlestown site?
Neither do I understand how the NRC officials, charged by the government to review NEPCO's application, could have been so unaware of such an important aspect of the project that they didn't question Mr. Harrington's statement at the time.
Sincerely HwV / q<URJW Joan Downes Ross Hill Road 781107 00 W Bradford, R. I. 02808
